Position: Cost Control Engineer (Substation Projects)

Job Purpose

The Cost Control Engineer is responsible for assisting the Planning and Monitoring team in coordination with the Project Management Team & Functional Managers, performing all aspects of project cost related functions, including the preparation of project forecast cash flows.

The person performing this role has to possess thorough knowledge & experience in the entire life cycle of projects from initiation till close-out.

Roles & Responsibilities
  • Develop baselines, master schedules, resource and cost budget-loaded programs in Primavera P6, ensuring alignment with company standards and client requirements.
  • Verify and prepare target bill of quantities as per company procedures.
  • Work out budget break ups for variations in coordination with project & commercial department.
  • Establish and maintain project Work Break-down Structure (WBS), Project Control Strategy, activity codes, calendars, and resource libraries to standardize projects.
  • Prepare and monitor commitment against budgets/actual for Prelims, Material, labor & Sub
    -contract.
  • Prepare and maintain cash flow forecasts, manpower histograms, and S-curves integrated with cost data for projects.
  • Coordinate with the site Quantity Surveyors for the compilation of the Balance Quantities, Sub-contractor Liability Statements, Client Payment Certificates & Weekly Productivity reports.
  • Coordinate with procurement team to align vendor / material delivery schedules with construction activities.
  • Monitor internal monthly debits notes required for the cost reports.
  • Monitor and analyze the trial balance of all projects, for the preparation of cost sheets and cost reports as required from time to time by company.
  • Assist the Planning team as and when required related to cost control work.
  • Participate in establishing a Cost Breakdown Structure & earned value calculations as per TAQA scheduling requirements
  • Create and implement project cost management systems and managing project costs throughout project lifecycle.
  • Accurately report total cost of projects considering various factors such as material, labor, commercial, PMC, etc.
  • Monitor actual cost against project baseline budget and taking corrective actions for items exceeding budget.
  • Prepare cash flows based on current trends and ensuring projects stay within budget.
  • Prepare & submit the Forecast Cost Report with clear validation to show the differences from previous month, and reporting data-driven insights to management for critical decision making throughout project lifecycle.
  • Prepare and review the daily, weekly and monthly progress reports for internal & external reporting.
  • Assist in preparing EOT claims by extracting the delay events & review the sub-contractor’s EOT.
  • Perform any other related tasks assigned in coordination with the Planning Engineer and the HOD (Engineering).
Qualifications & Experience Educational Qualification
  • Bachelor’s or a Master’s degree in Electrical, Mechanical or Civil Engineering.
Experience
  • A minimum of 5+ years of relevant experience as a Cost Control Engineer in handling 400 kV GIS projects from the energy & power industry in the GCC/UAE.
Certifications

Expertise in:
Project Scheduling & Primavera P6 – EPC Project Management, Power BI, Oracle and MS Projects.

Skills & Knowledge
  • Exceptional knowledge in Cost control management, Project risk assessment management, Contract management, Interface Coordination, and Conflict Resolution.
  • Sound Knowledge of estimation is prerequisite.
  • Leadership, team building, communication, critical thinking, decision-making, problem solving skills are mandatory.
  • Strong presentation and communication skills with the ability to present complex, technical information to a wide audience.
  • High competence in technical writing, systems development and utilization.
