NOC Technical Manager
Location:
Abu Dhabi, UAE.
Parsons is seeking an experienced NOC Technical Manager to lead the NOC process for a major rail project. The role requires proactive coordination with stakeholders, assessment of impacts, and compliance with local regulations.
What You’ll Be Doing:- Coordinate with project stakeholders and relevant authorities to secure necessary NOCs.
- Review and validate NOC applications, ensuring all required documentation is complete and accurate.
- Identify and mitigate impacts resulting from incoming and outgoing NOCs across the programme, advising the client on key issues.
- Track the status of NOC applications and follow up with authorities to expedite approvals.
- Maintain accurate records of all NOC applications, approvals, and related correspondence.
- Ensure compliance with local regulations and standards for all NOC-related activities.
- Provide regular updates and reports to client management on the status of NOC applications.
- Address any issues or concerns related to NOC applications promptly and effectively.
Skills and Experience:
- Bachelor's degree or Chartered Engineer status with at least 15 years in design/construction of major infrastructure projects and at least 5 years in rail projects.
- Minimum 5 years managing NOC processes for large infrastructure projects in UAE.
- Strong knowledge of local regulations for obtaining NOCs in Abu Dhabi and Dubai.
- Ability to present information to key stakeholders effectively.
- Strong communication and interpersonal skills.
- Excellent written and oral communication skills.
- Ability to work effectively in a fast-paced, dynamic environment.
- Engineering or technical background.
Skills:
- Proficiency in project management and documentation tools.
- Understanding of construction management functions for large-scale projects.
- Strong analytical skills and attention to detail.
