PMC Commissioning Planning Specialist

Job ObjectiveThe PMC Commissioning Planning Specialist is responsible for developing, coordinating, and managing all commissioning planning and scheduling activities for a major offshore project executed under the Project Management Consultancy (PMC) framework for Abu Dhabi National Oil Company. The role ensures that commissioning phases are strategically planned, fully integrated with construction and start-up requirements, and executed in line with ADNOC standards, project milestones, and operational readiness objectives.
The position plays a key role in bridging construction completion and safe, efficient system start-up through robust planning, sequencing, and progress control.
- Develop and maintain detailed commissioning schedules covering pre-commissioning, commissioning, start-up, and handover phases in alignment with overall project timelines
- Integrate commissioning activities with engineering, procurement, construction, and operations schedules to ensure a seamless transition to start-up
- Establish systemization and subsystem breakdown structures to support efficient commissioning execution and tracking
- Coordinate closely with construction teams to ensure mechanical completion milestones are aligned with commissioning priorities
- Monitor EPC contractor commissioning plans and schedules to ensure compliance with project requirements and ADNOC standards
- Identify critical paths, constraints, and interface risks impacting commissioning and implement mitigation strategies
- Develop and track system completion progress including punch lists, handover dossiers, and readiness certifications
- Support the development of commissioning philosophies, procedures, and execution strategies from a planning perspective
- Prepare regular progress reports, forecasts, and performance analyses for commissioning activities
- Facilitate coordination between commissioning, operations, and construction teams to ensure readiness for system energization and start-up
- Participate in constructability and operability reviews to ensure commissioning considerations are incorporated early in the project lifecycle
- Ensure proper alignment of vendor support, materials availability, and resource planning with commissioning schedules
- Track and manage interfaces between multiple contractors, work packages, and offshore installation activities
- Support risk assessments, SIMOPS planning, and offshore execution strategies from a commissioning planning standpoint
- Continuously optimize commissioning sequences to improve efficiency, reduce downtime, and ensure safe execution offshore.

Expected:
- Bachelor’s degree in Engineering, preferably in Mechanical, Electrical, Instrumentation, or Process Engineering
- Minimum 15 years of experience in oil and gas projects with at least 5 years focused on commissioning planning and scheduling
- Proven experience in PMC roles on ADNOC or similar large-scale offshore projects in the Middle East
- Strong understanding of commissioning processes including systemization, pre-commissioning, commissioning, and start-up
- Advanced proficiency in project planning and scheduling tools such as Primavera P6 or equivalent
- Experience in integrated project planning covering EPC and commissioning phases
- Familiarity with ADNOC standards, offshore HSE requirements, and permit-to-work systems
- Strong analytical skills with the ability to identify schedule risks and develop mitigation strategies
