We at Emarat Aloula is seeking a proactive and experienced HSE Office to support the implementation and enforcement of Health, Safety and Environmental (HSE) standards across infrastructure and utilities projects. The successful candidate will play a key role in promoting a strong safety culture, ensuring compliance with company policies, client requirements and UAE regulations, while supporting the safe execution of works on site.
Key Responsibilities- Implement and monitor the company’s HSE policies, procedures and management systems on project sites.
- Conduct regular site inspections, audits and safety observations to ensure compliance with company, client and statutory HSE requirements.
- Identify workplace hazards, conduct risk assessments and recommend appropriate control measures.
- Ensure compliance with Permit‑to‑Work (PTW) systems and safe work practices.
- Conduct toolbox talks, safety inductions, HSE awareness campaigns and ongoing safety training for employees and subcontractors.
- Investigate accidents, incidents, near‑misses and unsafe conditions and prepare detailed investigation reports with corrective and preventive actions.
- Monitor the proper use of Personal Protective Equipment (PPE) and enforce site safety rules.
- Coordinate emergency preparedness activities, drills and evacuation exercises.
- Maintain HSE records, inspection reports, incident reports, training records and statutory documentation.
- Liaise with clients, consultants, regulatory authorities and internal stakeholders on HSE‑related matters.
- Ensure compliance with environmental requirements, waste management procedures and sustainability initiatives.
- Support project management in achieving HSE objectives and maintaining a zero‑harm workplace.
- Bachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- Minimum 7 years of relevant HSE experience, preferably within the UAE construction, infrastructure, utilities or EPC industry.
- Proven experience working on Pumping Stations, Water Transmission Networks, Wastewater Treatment Plants (WWTP), Sewage Treatment Plants (STP), District Cooling Plants (DCP), Substations or similar infrastructure projects.
- Experience working on projects for TAQA, TRANSCO or similar utility authorities is highly preferred.
- Strong knowledge of UAE HSE legislation, client safety standards and international best practices.
- NEBOSH International General Certificate (IGC) – Mandatory.
- TAQA HSE Approval – Preferred.
- TRANSCO HSE Approval – Preferred.
- IOSH Managing Safely / IOSH Working Safely – Advantage.
- ISO
45001 Internal Auditor or Lead Auditor – Advantage. - First Aid, Fire Warden and Confined Space certifications will be an added advantage.
- Strong knowledge of occupational health, safety and environmental management systems.
- Excellent hazard identification and risk assessment skills.
- Thorough understanding of Permit‑to‑Work (PTW) systems and safe work procedures.
- Strong incident investigation and root‑cause analysis capabilities.
- Excellent communication, interpersonal and presentation skills.
- Ability to influence and promote a positive safety culture at all levels.
- Strong report writing and documentation skills.
- Good organizational and time‑management abilities.
- Proficient in Microsoft Office applications.
- High level of integrity, professionalism and attention to detail.
- Immediate joiners or candidates with short notice periods will be given preference.
- Previous experience with leading UAE infrastructure, utilities, EPC or contracting companies will be highly advantageous.
- Candidates holding TAQA or TRANSCO approvals will be given priority consideration.
