HSE Officer; PS

We at Emarat Aloula is seeking a proactive and experienced HSE Office to support the implementation and enforcement of Health, Safety and Environmental (HSE) standards across infrastructure and utilities projects. The successful candidate will play a key role in promoting a strong safety culture, ensuring compliance with company policies, client requirements and UAE regulations, while supporting the safe execution of works on site.

• Implement and monitor the company’s HSE policies, procedures and management systems on project sites.
• Conduct regular site inspections, audits and safety observations to ensure compliance with company, client and statutory HSE requirements.
• Identify workplace hazards, conduct risk assessments and recommend appropriate control measures.
• Ensure compliance with Permit‑to‑Work (PTW) systems and safe work practices.
• Conduct toolbox talks, safety inductions, HSE awareness campaigns and ongoing safety training for employees and subcontractors.
• Investigate accidents, incidents, near‑misses and unsafe conditions and prepare detailed investigation reports with corrective and preventive actions.
• Monitor the proper use of Personal Protective Equipment (PPE) and enforce site safety rules.
• Coordinate emergency preparedness activities, drills and evacuation exercises.
• Maintain HSE records, inspection reports, incident reports, training records and statutory documentation.
• Liaise with clients, consultants, regulatory authorities and internal stakeholders on HSE‑related matters.
• Ensure compliance with environmental requirements, waste management procedures and sustainability initiatives.
• Support project management in achieving HSE objectives and maintaining a zero‑harm workplace.

• Bachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
• Minimum 7 years of relevant HSE experience, preferably within the UAE construction, infrastructure, utilities or EPC industry.
• Proven experience working on Pumping Stations, Water Transmission Networks, Wastewater Treatment Plants (WWTP), Sewage Treatment Plants (STP), District Cooling Plants (DCP), Substations or similar infrastructure projects.
• Experience working on projects for TAQA, TRANSCO or similar utility authorities is highly preferred.
• Strong knowledge of UAE HSE legislation, client safety standards and international best practices.

• NEBOSH International General Certificate (IGC) – Mandatory.

• TAQA HSE Approval – Preferred.
• TRANSCO HSE Approval – Preferred.
• IOSH Managing Safely / IOSH Working Safely – Advantage.
• ISO
  45001 Internal Auditor or Lead Auditor – Advantage.
• First Aid, Fire Warden and Confined Space certifications will be an added advantage.

• Strong knowledge of occupational health, safety and environmental management systems.
• Excellent hazard identification and risk assessment skills.
• Thorough understanding of Permit‑to‑Work (PTW) systems and safe work procedures.
• Strong incident investigation and root‑cause analysis capabilities.
• Excellent communication, interpersonal and presentation skills.
• Ability to influence and promote a positive safety culture at all levels.
• Strong report writing and documentation skills.
• Good organizational and time‑management abilities.
• Proficient in Microsoft Office applications.
• High level of integrity, professionalism and attention to detail.

• Immediate joiners or candidates with short notice periods will be given preference.
• Previous experience with leading UAE infrastructure, utilities, EPC or contracting companies will be highly advantageous.
• Candidates holding TAQA or TRANSCO approvals will be given priority consideration.
