Lead Procurement Engineer - Offshore

Scope

Lead Procurement Engineer will help develop integrated procurement plans and procedures to support organizational strategies. The role involves managing and controlling procurement processes within PTS projects, providing expertise to achieve company goals.

Responsibilities of the Procurement Manager include but are not limited to:

• Prepare internal procurement plans and procedures.
• Ensure that contractors develop and submit project procurement and subcontracting plans in accordance with the agreement.
• Include procurement plan, purchasing procedure, expediting, inspection, shipping, packing, traffic, spare parts, and site material management procedures.
• Review and approve procurement and subcontracting plans and procedures.
• Review contractor procurement organization chart and ensure adequate resources.
• Monitor contractor compliance with procurement and subcontracting obligations under the agreement and ensure activities align with schedule timelines.
• Oversee issuance of plans, procedures, inquiries, technical bid evaluations, award recommendations, purchase orders, subcontracts, expediting, inspection, shipping activities, duty exemption requests, progress reports, etc.
• Ensure timely submission of procurement reports such as Bid Inquiry Status Report, Procurement Service Register, Inspection and Expediting Report.
• Review and process technical bid evaluations, award recommendations, vendor prequalification requests, duty exemption requests, letters of assistance, and other procurement-related letters.
• Prepare and process position papers, analyses, approvals, records, and control documents on procurement matters.
• Collaborate with teams from FEED to EPC phases and other parties to secure project and organizational goals.
• Maintain status reports on procurement and subcontracting.
• Advise and recommend solutions to improve procurement activities.
• Contribute to project schedule goals by timely review and approval of contractor documents.
• Control post-order activities, expediting, and shipping.
• Identify procurement risks and provide mitigation plans.
• Keep management updated on procurement status.

Required qualifications include:

• Bachelor’s degree in an engineering discipline or equivalent from an accredited university.
• Minimum fifteen years of relevant experience in the oil, gas, or petrochemical industry, including at least five years in the GCC region.
• At least five years in a similar position on major oil, gas, or petrochemical projects managing a team of specialists.
• Experience with ADNOC and offshore projects preferred.
• Minimum 15 years of experience with FEED, EPC projects.
• Minimum 5 years of GCC/ADNOC experience.
• Minimum 5 years of offshore experience in international oil and gas projects.
• Experience on large and mega projects with international multicultural teams.
• Strong knowledge of procurement aspects.
• Independent and task-driven with ability to handle procurement tasks, guide, lead, and advise on matters.
• Excellent communication, interpersonal skills, and effective team player.
