A Project Control Manager is responsible for performing the project control function, including project planning, cost control and support for the Project Execution Plan. Working closely with the Project Manager, the Project Controls Manager oversees all project control activities and provides leadership, guidance, and supervision to ensure effective project planning, monitoring, reporting, and control.

• Ensure baseline schedule follow‑up and monitoring, performance reporting, baseline change control assessment, risk management, and earned value management guidance.
• Advise and consult on effective planning techniques and controls (earned value, cost and schedule variance, estimates at completion, critical path analysis).
• Support program integration, governance, format optimisation, and project controls best practices.
• Support and advise on the definition of Project Controls and Earned Value Management policies, procedures and standards.
• Develop integrated project schedules that reflect all interface milestones, availability and need dates of feedstock, offsite and utilities and activity durations from multiple contractors’ schedules and assess changes.
• Monitor and control programme compliance in respect of contractual obligations.
• Ensure contract, procurement, planning and scheduling activities within the project meet company requirements.
• Support the PCM on all contractual and commercial issues to maintain company’s interests.
• Coordinate and attend internal and external project reviews and other meetings.
• Keep up to date with and adhere to company and project procedures.
• Ensure deliverables are delivered and flagged to the PCM.
• Generate weekly and monthly reports detailing progress, actuals, forecasts and variance explanations.
• Ensure consistent application of project controls processes.
• Manage governance to ensure robust cost and schedule performance across integrated programmes.
• Work closely with the Senior Project Manager and other discipline managers.
• Review and guide the Project Baseline Schedule to ensure compliance with contract and overall project schedule.
• Instruct reviews/analyses of the Project Schedule and produce special reports highlighting slippage and forecasts.
• Manage the Progress Certification and Invoice Payment process under the contract.
• Generate and maintain certificates for milestones and completion activities.

• Develop and improve project control procedures, systems and tools.
• Actively advocate project controls principles for better management of operations.
• Seek improvement opportunities and incorporate them into standard processes.
• Be a strong communicator of project controls culture internally and externally.
• Bachelor’s degree in Engineering from a reputable recognized university.
• 20+ years of project experience in the oil & gas industry with expertise in preparing and implementing project plans, schedules and cost control.
• Minimum five (5) years in a similar position for international Oil & Gas or Petrochemical projects.

• 20+ years’ work experience.
• Minimum 5+ years in Oil & Gas project control.
• At least 5+ years ADNOC experience preferred.

• PMP, CCP preferred but not mandatory.

• Project control (planning, scheduling, monitoring and control) skills.
• Full understanding of schedule, cost and risk analysis tools and techniques.
• Technical understanding of Oil & Gas business.
• Planning and implementation skills.
• Detailed knowledge of principles, policies, procedures, and internal processes pertaining to project control transactions.
