Specialist Technical HSE – Offshore Water Injection Project
The Specialist Technical HSE is responsible for providing technical Health, Safety, Environment, and Process Safety expertise throughout the lifecycle of the Offshore Water Injection Project. The role focuses on identifying and mitigating risks associated with engineering design, construction, commissioning, startup, and operations while ensuring compliance with ADNOC requirements, international standards, and project HSE objectives. The position acts as a key technical advisor for process safety, risk management, HSE engineering studies, and environmental compliance, supporting the safe execution of brownfield modifications and offshore installation activities.
Key Responsibilities- Provide technical HSE support during FEED, detailed engineering, construction and commissioning phases; lead and facilitate HAZID, HAZOP, Bow‑Tie Analysis, SIMOPS, ENVID, SIL, and Risk Assessment workshops; review and verify process safety design requirements and safety‑critical elements; support implementation of Process Safety Management (PSM) requirements; ensure hazards are identified, assessed and effectively mitigated throughout the project lifecycle; review Loss Prevention philosophies and process safety deliverables.
- Develop and maintain project risk registers related to HSE and process safety; conduct qualitative and quantitative risk assessments; support ALARP demonstrations and risk‑reduction strategies; evaluate risks associated with brownfield modifications, tie‑ins, shutdowns, and offshore construction activities; assist in developing mitigation measures for identified hazards.
- Prepare and review fire and gas detection philosophy, fire protection philosophy, emergency shutdown (ESD) philosophy, escape, evacuation and rescue analysis (EERA), fire risk assessments (FRA), quantitative risk assessments (QRA), and safety‑critical element (SCE) registers; ensure HSE recommendations are implemented and closed appropriately.
- Assess safety implications of modifications to existing offshore facilities; participate in SIMOPS planning and risk assessments; review shutdown and tie‑in execution strategies from an HSE perspective; conduct offshore site assessments and safety audits; support safe integration of new water injection facilities into existing operating assets.
- Ensure compliance with ADNOC, UAE regulatory requirements and international HSE standards; support preparation of project HSE cases and safety documentation; participate in internal and external HSE audits; ensure alignment with ISO
45001, ISO
14001 and company HSE management systems; track closure of audit findings and safety actions. - Evaluate contractor HSE plans, procedures and risk assessments; review method statements, job safety analyses (JSA) and task risk assessments (TRA); monitor contractor compliance with project and client HSE requirements; support contractor safety performance reviews and improvement initiatives.
- Participate in incident investigations and root‑cause analyses; identify lessons learned and recommend preventive measures; support implementation and verification of corrective actions; promote continuous improvement in project safety performance.
- Provide technical safety guidance during offshore installation and commissioning activities; review commissioning procedures and startup safety requirements; support pre‑startup safety reviews (PSSR); verify compliance with safety requirements before system energisation and operation.
- Bachelor's Degree in Engineering, Occupational Health & Safety, Chemical Engineering, Environmental Engineering or related discipline.
- NEBOSH International Diploma or equivalent professional HSE qualification.
- Process Safety certification highly desirable.
- Lead Auditor Certification (ISO
45001 and/or ISO
14001) preferred. - 15–18 years of HSE experience in the Oil & Gas industry.
- Minimum 5 years in Technical HSE, Process Safety or Loss Prevention roles.
- Strong experience in offshore EPC and brownfield modification projects.
- Extensive involvement in HAZOP, QRA, SIL, EERA and Fire & Gas studies.
- Experience supporting offshore water injection, production and utility systems.
- ADNOC Offshore and Middle East project experience highly preferred.
