Job Summary
The Telecom Site Engineer for substation projects is responsible for supervising and executing all telecommunication and SCADA-related works at site, ensuring compliance with design specifications, communication standards, safety requirements, and project schedules. This role involves installation, testing, integration, and commissioning of telecom systems such as SDH/MPLS equipment, RTUs, SCADA systems, teleprotection systems, CCTV, access control, PA systems, networking equipment, and associated communication infrastructure.
The engineer plays a critical role in ensuring reliable communication between substations and control centers while coordinating with clients, vendors, contractors, and multidisciplinary teams for successful project execution.
- Supervise day-to-day telecom and communication system installation activities at the substation site.
- Ensure installation of telecom equipment such as SDH/MPLS routers, switches, RTUs, teleprotection systems, CCTV, access control systems, PA systems, and associated cabling as per approved drawings and specifications.
- Monitor contractor activities and ensure proper deployment of manpower, tools, and resources.
- Verify installation quality, cable routing, termination, labeling, and system integration works.
- Ensure all telecom activities are completed in accordance with project schedules and milestones.
- Oversee installation, testing, configuration, and commissioning of telecom and SCADA systems.
- Coordinate with OEMs, vendors, and specialists during equipment installation and system integration.
- Conduct pre-commissioning checks and ensure communication links are operational and stable.
- Assist in troubleshooting communication failures, network issues, and interface problems during commissioning.
- Maintain records of testing, commissioning activities, and acceptance reports.
- Ensure all telecom works comply with project specifications, approved method statements, client requirements, and quality standards.
- Conduct routine inspections and prepare inspection reports.
- Raise site observations and ensure timely implementation of corrective actions.
- Coordinate with QA/QC engineers for inspections, testing, and approvals.
- Verify delivered telecom materials and equipment against approved technical specifications.
- Coordinate with electrical, protection, SCADA, and civil teams to ensure smooth execution of telecom activities.
- Liaise with subcontractors, vendors, consultants, and clients regarding telecom installations and testing.
- Participate in daily, weekly, and progress review meetings and provide updates on telecom works.
- Resolve site issues and technical conflicts in coordination with the engineering and commissioning teams.
- Support interface management between substation equipment and control centers.
- Ensure all telecom activities are performed in compliance with project HSE requirements and safety regulations.
- Enforce the use of PPE and adherence to safe work practices.
- Conduct safety inspections and participate in toolbox talks.
- Identify potential risks associated with telecom installations and implement mitigation measures.
- Report incidents, near misses, and unsafe conditions and ensure corrective actions are implemented.
- Maintain daily site reports, progress reports, testing records, and activity logs.
- Prepare Material Inspection Requests (MIR), Work Inspection Requests (WIR), testing reports, and commissioning checklists.
- Maintain records of approved drawings, revisions, site instructions, and technical documents.
- Assist in preparing as-built drawings and final project documentation.
- Ensure proper handover documentation and operation manuals are submitted.
- Bachelor’s Degree in Electronics, Telecommunication, Electrical Engineering, or a related discipline.
- 8–12 years of experience in telecom system installation and commissioning for substations, power utilities, or infrastructure projects.
