Our client is a leading international engineering and construction organization involved in the delivery of major railway and transportation infrastructure projects across the Middle East.
As part of its continued project development in the UAE, the company is seeking an experienced Senior Procurement Engineer specializing in railway track and Overhead Catenary System equipment.
Job DescriptionThe Senior Procurement Engineer will manage the sourcing and procurement of railway track, Overhead Catenary System and associated infrastructure materials and equipment.
The successful candidate will be responsible for managing the procurement process from the tender and technical evaluation stages through supplier selection, commercial negotiation, purchase order issuance and vendor follow-up.
Key ResponsibilitiesStudy project tender drawings, technical specifications, bills of quantities and related contractual documentation.
Review the technical and commercial components of tender proposals.
Prepare and issue requests for quotations to approved local and international vendors.
Obtain and evaluate written quotations from suppliers, manufacturers and subcontractors.
Lead commercial negotiations to secure optimal pricing, quality, delivery schedules, warranties and contractual terms.
Prepare detailed technical and commercial bid comparison reports.
Review procurement evaluations and comparison reports prepared by junior team members.
Coordinate technical clarifications between suppliers, engineering teams, consultants and project stakeholders.
Prepare initial material submittals and resubmittals for consultant or client approval.
Prepare and process letters of intent, purchase orders and procurement agreements.
Analyse supplier price proposals, cost structures, financial information and market data to confirm price competitiveness.
Identify and prequalify suitable local and international suppliers for railway materials and equipment.
Maintain an up-to-date database of qualified vendors, manufacturers and service providers.
Monitor supplier performance in relation to quality, delivery, contractual compliance and responsiveness.
Coordinate with engineering, construction, planning, logistics, commercial and project management teams.
Participate in supplier meetings, technical workshops, industry events, trade shows and procurement conferences.
Support the resolution of procurement, delivery and supplier-related issues throughout the project lifecycle.
Ensure that procurement activities comply with internal policies, project requirements and applicable quality standards.
