Job Description:
Position Title:
- HSE Engineer
ACCOUNTABILITIES
- Assist in HSE Management:
Support Senior HSE Engineer in developing, implementing and monitoring HSE policies and procedures on-site, ensuring compliance with regulatory and Company standards. - Risk Management:
Assist in risk assessments and HSEIA studies, identify hazards, support mitigation recommendations and monitor HSE compliance on-site. - Site Inspections:
Conduct regular site inspections to identify potential hazards and ensure adherence to HSE protocols during drilling operations. - HSE Training:
Participate in the development and delivery of HSE training programs for offshore personnel, ensuring all staff are informed about safety practices and emergency procedures. - Incident Reporting:
Assist in the investigation of HSE incidents, near misses, and unsafe conditions, documenting findings and recommending corrective actions. - Data Management:
Maintain HSE documentation, records, and reports as required, ensuring accurate data management for audits and reviews. - HSE Audits and Reviews:
Support Senior HSE Engineer in conducting HSE audits and reviews to assess the effectiveness of implemented procedures and identify areas for improvement. - Compliance Monitoring:
Monitor compliance with HSE regulations and standards, providing recommendations for enhancements to existing practices. - Emergency Preparedness:
Assist in developing and implementing emergency response plans, conducting drills and exercises to prepare personnel for potential emergencies. - Collaboration:
Work closely with other departments (e.g., drilling, logistics) to promote a culture of safety and environmental stewardship.
- Senior HSE Engineer (Office):
Support Senior HSE Engineer in monitoring and reporting on offshore HSE. - performance and initiatives, assisting in the implementation of Company HSE objectives.
- Site In-charge:
Collaborate with Site In-charge to support HSE compliance efforts and contribute to the development and implementation of HSE programs that ensure a safe working environment. - Peer Team Members:
Assist team members by sharing insights on HSE challenges encountered offshore and providing updates on ongoing projects, promoting a culture of continuous improvement and knowledge sharing. - Community Liaison Officer (CLO):
Support the CLO in engaging local communities, helping to address social risks and enhance community relations through effective communication.
- Government Entities (EAD, TADWEER, FANR, etc.):
Support compliance efforts with environmental regulations (EAD), waste management protocols (TADWEER), and nuclear regulations (FANR) for handling materials, under the guidance of the Senior HSE Engineer. - ADNOC
- o Assist in ensuring that offshore HSE practices align with ADNOC's HSE standards and guidelines.
- o Help coordinate with ADNOC GHSE for regulatory approvals of HSEIA.
- o Support collaboration with ADNOC SRM specialists in identifying and managing social risks related to drilling projects and community engagement.
- Communities:
Assist in engaging with local communities to promote HSE and social awareness, helping to address community concerns and enhance the Company's reputation. - Contractors and Consultants:
Support the implementation and adherence to HSE compliance and requirements by collaborating with contractors and consultants to facilitate a safe operational environment.
- Educational Requirements:
Bachelor's Degree:
Bachelor's degree in relevant Engineering or Science or HSE discipline (from an institution of higher learning authorized to grant academic degrees in the country of issue). - Professional Certification:
o NEBOSH IGC or Equivalent HSE Certification.
o Lead Auditor ISO 45001 / ISO 14001 or Equivalent.
o Incident Investigation Techniques.
o Additional HSE Trainings / Certification (preferable). - Experience Requirements:
Industry
Experience:
Minimum of 8 years of experience in HSE in Drilling / EPC projects / Operations in the Oil and Gas or Petrochemical Industries with at least 2-3 years of experience in supporting HSEIA studies and assisting in compliance and risk management activities.
