Review and analyze Invitation to Tender (ITT), RFQ, RFP, scope of work, specifications, drawings, BOQs, and contractual requirements
.
Identify project scope, technical requirements, exclusions, assumptions, risks, and commercial conditions.
Prepare technical and commercial tender submissions in line with client requirements.
Prepare detailed cost estimates, quantity take-offs, rate analysis, and pricing for materials, manpower, equipment, subcontractors, and other project requirements.
Obtain and evaluate quotations from suppliers, subcontractors, and vendors
.
Coordinate with Engineering, Procurement, Projects, Finance, Commercial, and Business Development teams to develop competitive bids.
Prepare and submit technical clarifications, tender queries, deviations, and compliance statements
.
Review supplier and subcontractor quotations for technical and commercial compliance.
Conduct cost comparisons and support the development of competitive pricing strategies.
Maintain tender databases, historical cost information, vendor quotations, and estimation records.
Ensure all tender documents are complete, accurate, properly formatted, and submitted within the specified deadline.
Assist in prequalification (PQ), Expressions of Interest (EOI), and vendor registration activities when required.
Support management in reviewing tender risks, commercial terms, and overall bid strategy.
Participate in technical and commercial negotiations with clients, suppliers, and subcontractors as required.
Prepare tender presentations and participate in clarification meetings with clients.
Coordinate with the project team during the handover from tendering to project execution after successful award.
Ensure compliance with applicable client specifications, international standards, company procedures, HSE requirements, and contractual conditions
.
Bachelor's degree in Engineering (Mechanical / Civil / Electrical / Instrumentation / Chemical or relevant discipline).
3-8 years of experience in tendering, estimation, proposals, bidding, or pre-contract activities.
Experience in Oil & Gas, EPC, Construction, Marine, Infrastructure, MEP, or Engineering projects will be preferred.
Strong understanding of tendering, estimation, costing, BOQ, quantity take-off, and proposal preparation
.
Ability to read and interpret technical drawings, specifications, BOQs, and contractual documents
.
Experience in preparing both technical and commercial proposals
.
Strong negotiation, analytical, coordination, and communication skills.
Proficiency in MS Excel, MS Word, PowerPoint, and other estimation/tendering tools
.
Knowledge of FIDIC, client specifications, and relevant international standards will be an advantage.
Candidates with GCC/UAE experience and exposure to major clients / EPC contractors will be preferred.
