Maintain a dependable view of workforce requirements and available capacity across Upstream capital projects. Coordinate staffing actions, personnel movements, and competency information so that project leadership can address critical vacancies, deployment delays, and capability gaps before they disrupt execution.
Key Responsibilities Resource Demand and Capacity Planning- Maintain rolling resource forecasts by project, delivery phase, engineering discipline, location, and contractor or project management consultant (PMC).
- Validate staffing demand with project controls teams and delivery leads, identifying vacancies, surplus capacity, and critical resource constraints.
- Monitor approved headcount plans, applicable nationalization objectives, and contractor-to-PMC resource ratios; report exceptions with practical corrective proposals.
- Align short‑term deployment actions with longer‑term project workforce requirements.
- Coordinate resource requests, approvals, onboarding readiness, site access requirements, rotation arrangements, and demobilization.
- Work with Human Capital, project managers, discipline leads, PMCs, and service providers to resolve deployment obstacles.
- Support internal vacancy fulfillment by coordinating candidate shortlists, interviews, offers, acceptance tracking, and planned start dates.
- Align resource transfers and handovers with project schedules and operational requirements.
- Act as the day‑to‑day contact for project resourcing and mobility queries.
- Maintain current role profiles, staffing templates, and competency requirements for Upstream project delivery positions.
- Administer the approved competency library and keep role‑to‑competency mappings accurate.
- Track relevant qualifications and skills evidence for deployed personnel, and coordinate competency assessments where required.
- Identify capability shortfalls requiring training, coaching, or reassignment.
- Support project workforce capability plans and track agreed development actions.
- Consolidate information for contractor and PMC capability and capacity reviews.
- Maintain auditable records covering organization charts, assignments, cost centers, contract information, and applicable location or visa status.
- Prepare weekly and monthly dashboards covering mobilization, open vacancies, critical roles, overdue actions, and forecast-versus-actual staffing.
- Draft management submissions for urgent deployment decisions, exceptions, and approvals, including supporting rationale and risk considerations.
