JobPurpose
The Chief Information Officer (CIO) is responsible for leading the Bank’s technology strategy, IT governance, and delivery of secure, resilient and regulatory-compliant technology services in support of business growth and operational excellence.
The CIO will oversee the end-to-end technology function, including enterprise architecture, infrastructure, core banking platforms, digital channels, data platforms, third-party technology providers, and IT service management.
The CIO will ensure the Bank’s technology capabilities meet the expectations of the FSRA and relevant ADGM regulatory requirements, including in relation to operational resilience, outsourcing, cyber and technology risk management, and business continuity.
- Define and execute the Bank’s technology strategy aligned with the Bank’s business objectives and risk appetite.
- Lead the development of a multi-year IT roadmap covering applications, infrastructure, cyber resilience, data, and digital transformation.
- Partner with Executive Management to support new product launches, scalable growth, and operational efficiency.
- Build and lead a high-performing IT organisation with strong governance, accountability, and delivery discipline.
- Establish and maintain strong IT governance frameworks, including policies, standards, and controls aligned to the Bank’s regulatory obligations and best practices.
- Ensure technology risk is effectively identified, assessed, mitigated, monitored and reported in line with internal risk management frameworks.
- Support regulatory engagements, supervisory reviews, audits, and remediation programmes related to technology, cyber, outsourcing, and resilience.
- Ensure systems and processes support regulatory reporting, recordkeeping, and data retention requirements.
- Ensure the Bank’s IT services deliver high availability, performance, and resilience consistent with a Category 1 Bank operating model.
- Own and maintain technology aspects of Business Continuity Planning (BCP), IT Disaster Recovery (DR), and crisis management testing.
- Define service reliability objectives (RTO/RPO, SLA, SLO) and ensure services meet agreed thresholds.
- Implement robust monitoring, incident management, change management, and problem management practices.
- Accountable for secure-by-design technology implementations and secure operations across platforms and vendors.
- Work closely with the Chief Information Security Officer (or equivalent) to implement cyber and technology risk controls and response capabilities.
- Ensure timely vulnerability remediation, patch management, and secure configuration management across the Bank’s environment.
- Support cyber incident response planning, tabletop exercises, and regulatory notifications procedures where required.

- Digital channels (web/mobile)

- Customer onboarding / KYC tooling
- Treasury and trading systems
- Drive adoption of enterprise architecture principles ensuring scalability, security, resilience, and interoperability.
- Deliver technology change programmes using disciplined SDLC/Dev Sec Ops practices and strong project governance.
