Technical Program Manager

Responsibilities

• Own the full delivery lifecycle from RFP response and solutioning through to go-live and managed services
• Define scope, roadmaps, delivery plans, milestones, and governance frameworks
• Drive sprint and release planning across distributed engineering, data, and AI teams
• Manage risks, dependencies, budgets, and timelines with meticulous documentation
• Act as a trusted advisor to client leadership and senior government stakeholders
• Lead board-level reporting and steering committee engagement
• Contribute to RFP responses and solution proposals by estimating scope and effort
• Lead delivery of AI/ML solutions, data engineering pipelines, and cloud infrastructure programs
• Mentor internal delivery teams and coordinate international vendors

• 10+ years of technical project and program delivery experience
• Hands-on familiarity with GenAI, data, and advanced analytics solutions
• Experience in the Oil & Gas sector (required)
• Proven experience in RFP response, project delivery, and managed services
• Experience in large enterprise or government environments
• Ability to manage multi-vendor environments and distributed teams
• Deep understanding of AI/ML life cycles, RAG, and agentic AI architectures
• Familiarity with cloud-native platforms (Azure, AWS, or GCP)
• Knowledge of data platforms, APIs, and enterprise application architectures
• Proficiency in Agile, Scrum, or SAFe frameworks and Jira
