• Bachelor's degree in engineering, computer science, business, economics, information systems, marketing or a related field.
• Master's degree, MBA and/or a recognized Product Management, Agile or Project Management certification is preferred.
• 10+ years' experience in product management, digital product development, digital transformation or a related field.
• Demonstrated experience managing government projects, government digital services and/or large-scale public-sector technology initiatives.
• Proven track record owning complex digital products from strategy and requirements through delivery, launch and value realization.

• Strong product management capability across strategy, roadmap development, prioritization, lifecycle management and outcome measurement.
• Strong government stakeholder management and governance experience, comfortable operating in structured approval and decision-making environments.
• Track record of driving client satisfaction, service quality and platform reliability — uptime, SLAs, incident management and closed-loop feedback.
• Ability to translate complex government, business and user requirements into clear functional and technical product requirements.
• Strong understanding of enterprise platforms, APIs, system integrations, Agile/Scrum delivery and product management tools such as JIRA or equivalent.
• Sound understanding of AI-enabled products and automation, with awareness of privacy, information security, governance and responsible-use considerations.
• Excellent written and verbal communication, stakeholder management and influencing skills, with sound judgment under ambiguity.
