Technical Program Manager – Applications

DXC Technology is seeking an experienced Technical Program Manager – Applications to lead the delivery of complex enterprise application work streams within a large-scale technology transformation environment in the UAE.
The role will provide end-to-end delivery leadership across application implementation, modernization, integration, testing, deployment, and transition while coordinating multiple technical teams, vendors, and stakeholders.
Key Responsibilities
- Lead end-to-end delivery of multiple enterprise application work streams.
- Own program plans, milestones, budgets, dependencies, risks, issues, and delivery commitments.
- Coordinate application teams, architects, integration, data, infrastructure, cybersecurity, testing teams, and vendors.
- Manage the full application lifecycle from requirements and design through implementation, SIT, UAT, cutover, go-live, and hypercare.
- Manage dependencies across applications, APIs/integrations, data migration, infrastructure, cloud, and security.
- Govern third-party application vendors and system integrators against agreed scope, milestones, and quality standards.
- Drive resolution of complex technical and cross-workstream delivery issues.
- Ensure application solutions comply with agreed architecture, security, governance, and quality standards.
- Provide executive-level reporting on delivery status, risks, dependencies, and required decisions.
- Ensure effective transition and handover of applications into BAU/support operations.
Required Experience
- 14+ years of IT project/program management experience, with significant enterprise application delivery experience.
- Proven experience as a Technical Program Manager, Senior Technical Project Manager, Application Program Manager, or equivalent.
- Experience leading complex enterprise application implementation, modernization, or transformation programs.
- Strong understanding of application delivery across requirements, design, development/configuration, integration, testing, deployment, and operations.
- Experience managing multiple application work streams and cross-technology dependencies.
- Strong knowledge of APIs, systems integration, data migration, cloud, and enterprise application environments.
- Experience managing complex multi-vendor/system integration environments.
- Strong governance, financial management, RAID management, stakeholder management, and executive reporting capabilities.
Preferred Qualifications
- Bachelor's degree in Computer Science, IT, Engineering, Business, or related discipline.
- Experience delivering large-scale technology transformation programs.
- UAE/GCC experience is advantageous.
- PMP, PgMP, PRINCE2, SAFe, Agile, or equivalent certification is preferred.
