Responsibilities

  • Establish, implement, and maintain a robust QA/QC management system in line with project specifications, standards, and contract requirements.
  • Lead, supervise, and schedule the on‑site QA/QC team of inspectors, NDT technicians, and document controllers; set daily and weekly inspection plans and assign responsibilities.
  • Ensure all quality activities comply with company, client, and local authority regulations and approval processes.
  • Prepare Inspection Test Plans (ITPs), material submittals, and QA/QC procedures; verify material certifications (MTC), test reports, and traceability of pipes, coatings, fittings, steel, and concrete.
  • Conduct pre‑construction meetings, quality briefings, and training for contractors and subcontractors; define hold points, witness points, and random inspection points for critical works.
  • Oversee full‑site construction quality, including earthwork, formwork, rebar, concrete, bedding, back filling, pipeline laying, welding, coating, jointing, and valve installation; conduct random and critical inspections of hidden works such as pipeline alignment, invert levels, compaction, welding quality, coating holidays, and cathodic protection.
  • Ensure compliance with design specifications and approved construction methods; monitor workmanship, housekeeping, and correct unsafe or non‑standard practices.
  • Identify non‑conforming works, issue Non‑Conformance Reports (NCRs), and oversee corrective actions or stop‑work notices if necessary; track rectification, re‑inspection, and closure of all defects.
  • Conduct root‑cause analysis to prevent repeated quality issues and coordinate closely with the project manager, construction team, surveyors, contractors, subcontractors, client, and consultant.
  • Resolve on‑site technical and quality disputes promptly to avoid delays; participate in daily and weekly progress meetings and report quality status, risks, and improvements.
  • Collaborate with the HSE team to ensure quality works are also safe works; witness and approve all site tests (concrete cubes, slump, compaction, hydrostatic test, pneumatic test, flushing, NDT, RT, UT, AUTV, etc.).
  • Control all quality records, including daily reports, inspection logs, test certificates, photo records, redlined drawings, and as‑built documents.
  • Prepare monthly quality reports and ensure full documentation for handover and audit.
  • Organize internal QA/QC audits, prepare for client third‑party audits, and implement corrective and preventive actions (CAPA) based on audit findings.
  • Supervise final inspection and snagging list; ensure rectification before mechanical completion and closeout handover.
Qualifications
  • Bachelor’s Degree or Diploma in Civil Engineering, Mechanical Engineering, or Pipeline Engineering.
  • Minimum 5–8 years of experience as QA/QC Engineer / Manager in construction or pipeline projects.
  • Experience in one or more of the following fields: water/sewage/drainage pipelines; oil/gas/process pipelines; utility and infrastructure projects; civil construction (buildings, roads, drainage).
  • Profound knowledge of construction and pipeline standards, specifications, and quality procedures.
  • Familiarity with ITP, WPS, NDT, hydrostatic testing, coating inspection (3

    LPE, FBE), concrete, earthwork, compaction, shoring, back filling, and reading of drawings (civil, layout, profile, isometric, P&).
  • Experience with quality management systems (ISO 9001 preferred).
