Regulatory Compliance Specialist, QA Specialist - Analyst/Manager
The Quality Assurance & Excellence Senior Specialist is responsible for supporting in establishing, managing, and continuously enhancing the Quality Assurance (QA) framework, including the Integrated Management System (IMS) and applicable excellence models across Noatum Ports. The role ensures the effective development, implementation, and maintenance of the IMS in alignment with international standards such as ISO 9001, ISO 14001, ISO 45001, and ISO 55001.
The position drives business process standardization, governance, and performance excellence by supporting the overseeing of the IMS documentation, internal audit and gap analysis programs, corrective action management, and KPI frameworks, while supporting regulatory compliance, continuous improvement, and operational discipline across HQ and terminal operations.
Core Responsibilities:
- Develop, review, and publish the required IMS documents at HQ and terminal level.
- Support in the standardization and the continual improvement of business processes and procedures, ensuring alignment across the organization and compliance with approved frameworks.
- Support the development and maintenance of the QA and IMS frameworks.
- Coordinate with departments to define process workflows and control checkpoints.
- Support in developing, implementing, and managing the Internal Quality Audit/Gap Analysis Program, ensuring consistent audit execution across all business functions.
- Track, monitor, and ensure timely closure of audit findings, escalations, and corrective actions.
- Support readiness for external audits, certifications, and regulatory reviews.
- Drive a culture of continuous improvement, risk awareness, and operational discipline.
- Define, establish, and monitor quality and process performance indicators (KPIs) to ensure continuous improvement and alignment with organizational objectives. KPIs include:
- Impact of IMS processes on overall performance
- Audit Finding Closure Rate
- Degree of Process Standardization across departments (HQ) and terminals
- Additional metrics measure process efficiency, effectiveness, and compliance.
- Coordinate with QHSE functions at terminal level to promote awareness and understanding of QA and Excellence principles across the organization.
- Support in delivering QA & Excellence related awarness and training training couses such as IMS famirlizations, ISO 9001, ISO 14001 and ISO 45001 awarness and training, problem solving, lean management and contiuous improvement.
- Support in serving as the QA & Excellence governance advisor to all concerned functions and management.
- Support in ensuring alignment of QA systems with executive management and Port Authority's expectations and international standards.
- Identify risk trends and recommend improvement initiatives to continually improve the IMS at HQ and terminal levels.
- Support the establishment of strong governance and accountability environments for a new port/terminal operation including due diligence exercises, IMS gap analysis, process and procedures and internal audits (New Terminal's IMS' alignment and integration).
- Support in preparing the entry forms/applications for local, regional and international excellence awards.
- Support in preparing the HQ and terminals (if applicable) for the maturity assessment across AD Ports Group.
- Bachelor's degree in Quality Management, Engineering Management, Business Administration, Engineering, or related field.
- Professional QA/Quality Systems/Excellence Models training is required; certification is preferred:
- ISO 9001, ISO 14001, ISO 45001 and EFQM Assessor
- Six Sigma / Lean management certification (advantage)
- PMP certification (advantage)
Skills:
- English:
Fluent (written and spoken). - Arabic (advantage)
Experience:
- 10-15 years total professional experience.
- Minimum 7 years in Quality Management, continuous improvement and excellence models.
Experience:
- Experience in ports, logistics, infrastructure, government entities, or regulated industrial environments
. - Proven track record in:
- ISO 9001, ISO 14001 and ISO 45001 implementation and conformance.
- Document control
- QA & Excellence awareness and training
- Process mapping and standardization
- Internal IMS audits
- Closing audit findings & corrective action governance
- KPIs and performance management system
- Principles of project management
- Exposure to new entity or greenfield environments preferred.
