The Senior Manager of Payroll Systems is a strategic and technical leader responsible for optimizing, governing, and supporting payroll technology systems, with a strong emphasis on UKG Pro Workforce Management, Oracle payroll and payroll tax configurations, iCIMs, and organizational hierarchy design.

This role collaborates with HR, IT, and Finance to ensure payroll and payroll tax accuracy, compliance, and system integrity for a large, multistate organization that oversees payroll for approximately 14,000 employees. The position reports to the Director of Payroll Services and leads a corporate office team, including in‑office and remote workforce.

Responsibilities
  • Payroll Systems Leadership & Strategy:
    • Serve as the payroll system owner for end‑to‑end testing and production for UKG Pro Workforce Management Oracle, and organizational hierarchy.
    • Develop long‑term roadmaps with IT for system enhancements, automations, integrations, and technology improvements.
    • Lead system governance, ensuring consistent configuration standards, best practices, and documentation.
    • Oversee integrations between UKG and downstream systems (GL, benefits, vendor files, etc.).
  • Payroll Tax Configuration & Compliance:
    • Partner with Payroll Tax team to manage multi‑state payroll tax setups including SUI, SUTA, local tax jurisdictions, reciprocity rules, supplemental wage tax logic, and withholding rules.
    • Ensure quarterly/annual tax reviews, year‑end processing, audits, and reconciliation are completed.
  • UKG Pro Workforce Management Configuration, Optimization & Support:
    • Configure pay rules, deduction codes, earnings codes, work groups, tax profiles, and job/pay structures.
    • Support integration with Oracle payroll/tax system.
  • Organizational Structure & Hierarchy Management:
    • Maintain organizational hierarchy across company structure, business units, cost centers, locations, supervisors, and labor distribution.
    • Ensure alignment with HR, Finance, and Payroll structures, supporting reorganizations and acquisitions.
  • Operational Excellence, Testing & Support:
    • Provide leadership and direction for the Payroll Systems Team, ensuring compliance and operational excellence.
    • Partner with payroll leadership to maintain system testing and training for Payroll/Tax Services team members.
    • Support iCIMS recruitment and onboarding by managing user access, creating locations, daily system audits, resolving issues through Service Now, and coordinating with HRIS and vendors.
    • Support acquisitions and new openings, including company analysis and new‑hire file loads, and collaborate with Legal for accurate GRE placement.
    • Serve as subject‑matter expert for all payroll systems, implementing automated audits and controls for payroll/payroll tax accuracy and compliance.
    • Perform Oracle quarterly and annual payroll/payroll tax testing, additional system testing as needed, and monthly Vertex update testing.
Qualifications
  • Bachelor’s degree from an accredited college or university (or equivalent education/experience).
  • Minimum 7 years of experience in payroll systems or HRIS, with at least 3 years in a leadership role.
  • Strong expertise in UKG Pro Workforce Management and Oracle maintenance, including interface to payroll applications.
  • Experience managing complex organization hierarchies in HR/Payroll systems.
  • Current knowledge of payroll laws and regulations, multi‑state payroll tax rules, wage reporting, SUI/SUTA, and year‑end processing.
  • Exceptional attention to detail, strong organizational skills, and ability to multitask in a fast‑paced environment.
  • Outstanding customer service skills and ability to handle sensitive and confidential information (HIPAA/PHI).
  • Team player with a cooperative attitude, strong analytical and organizational skills, and ability to manage multiple priorities simultaneously.
