Under the general supervision of the Airport Director, the Maintenance Manager oversees the maintenance of Airport-owned assets and supervises day-to-day maintenance activities that impact safety, security, regulatory compliance, and efficient operations of the airport.
- Responsible for Airport-owned building, pavement, perimeter fence, and gate maintenance, ensuring that routine maintenance is conducted promptly, according to local, state and federal regulations, rules, and laws.
- Assists in the coordination and supervision of special airfield construction projects.
- Assists in the development, coordination, and updating of policies and standard operating procedures to enhance aviation safety, ensuring that airport directives are current, and monitors activity for deviations from federal, state, and airport operating regulations.
- Responsible for ground and pavement maintenance, pavement maintenance plan, conducting airfield lighting inspections, and overseeing repairs.
- Oversee the on-call representatives- to respond to maintenance and operational emergencies, including but not limited to aircraft accidents.
- Monitors regulatory requirements for airfield lighting inspections
- Schedule, and oversee the maintenance and repairs of the airport facilities, such as the airfield and landside infrastructure.
- Specifies and reviews planning for airport improvements, development activities, and future needs.
- Assists in the preparation of annual budget requests to include projections for equipment replacement and capital improvement projects; manages the annual operating budget for airport maintenance.
- Prepares and submits regulatory reports in accordance with reporting deadlines.
- Assists in the design of new construction to meet FAA and TxDOT requirements, monitors for compliance with FAR Part 77 regulations
- Maintains division equipment, materials, and supply inventories; orders and develops specifications as needed.
- Manages the personnel and scheduling of the division; oversees training to ensure proper instruction in relation to the methods, procedures, and equipment used in daily maintenance and repair tasks and safety protocols; conducts performance evaluations; addresses disciplinary problems as needed; reviews and approves timesheets and overtime requests.
- Responds to concerns and inquiries related to all aspects of airport maintenance operations
- Performs on-call duties as assigned.
- Attends various meetings, conferences, continuing education courses, and seminars as required.
- Participates in project meetings and inspections.
- Maintains material stock and orders supplies.
- Coordinates response to tenant requests for repairs and maintenance and manages the Central Maintenance Management System (CMMS).
- Assists Airport Director with special projects and studies, as directed.
- May be asked to perform additional job duties that are directly, indirectly, or entirely unrelated to normal job functions while presenting certain Town special events.
- Performs other duties as assigned.
- Bachelor’s degree in Airport Management, Business Administration, Public Administration or closely related field; AND
- Five (5) years of experience in airfield operations and maintenance which includes two (2) years of supervisor or lead experience; OR
- An equivalent combination of education, training, and experience.
- Must be able to obtain Airport Movement Area certification within two (2) weeks of hire.
- Safe driving record and valid Texas Driver’s License.
- Clear Criminal Background check and pre-employment drug screen.
- Knowledge of applicable local, State, Federal laws, codes, regulations, and ordinances.
- Knowledge of work safety practices, procedures, and protocols.
- Knowledge of supervisory principles and practices.
- Per FAA Advisory Circular 150/5210-20, the selected candidate must be able to demonstrate a knowledge of the English language.
- Skilled in supervising and assigning tasks to assigned staff.
- Skilled in reading and interpreting plans and blueprints.
- Skilled in interacting with staff and the public tactfully and professionally.
- Skilled in preparing clear and concise reports and specifications.
- Skilled in completing mathematical calculations; managing and implementing budgets; developing cost estimates.
- Skilled in operating a computer, including standard software.
- Skilled in identifying issues and interpreting technical and numerical information.
- Skilled in exemplifying an enthusiastic, resourceful, and practical customer service attitude.
- Ability to communicate effectively in both verbal and in writing.
- Ability to establish and maintain effective working relationships.
