Lead Quality Assurance & Quality Control Engineer

Division / Project: K ’s Sustainable Technology Solutions (STS) group is seeking a Lead Quality Assurance & Quality Control Engineer for a 5‑year PMC contract supporting Kuwait Oil Company (KOC) to achieve optimum capacity and facility improvements.

This contract will provide project management services including planning, design, engineering, construction management, contracting, procurement, project controls and other services for construction of new oil field facilities, upgrading of existing facilities, and transfer of technology.

• Ensure project management plans and all related systems and procedures are developed and implemented in compliance with the requirements of the Worley Parsons Project Management Process (WPMP) and Enterprise Management System (EMS), consistent with local, regulatory and contractual requirements.
• Ensure project personnel are suitably trained to apply procedures, systems and reference materials.
• Plan and implement quality plans, design control, verification, validation and review activities and establish process controls and prerequisite verification and inspection arrangements consistent with product criticality, statutory and contractual obligations.
• Coordinate vendor assessment and inspection activities and verify construction inspection and testing activities.
• Manage non‑conformance, corrective action and preventive action processes.
• Establish and maintain a risk‑based audit program.
• Ensure effectiveness of project management review programs, including collection, analysis and reporting of project performance measures.
• Participate in the global quality learning community initiative to exchange information and receive updates on best practices.
• Facilitate implementation of existing and new company processes and capability enhancements across project operations.
• Facilitate independent review or certification of project quality management systems in line with company and customer requirements.
• Ensure the customer’s quality management requirements, concerns and stakeholder needs are identified and managed by the project team effectively.

• Bachelor’s degree in Engineering.
• Minimum 12 years of total post‑graduation experience.
• At least 8 years of post‑graduation experience on oil and gas projects.
• At least 5 years of experience in the same designation.
• Thorough understanding of quality management principles, system implementation and continual improvement.
• Practical experience with plant and vendor inspections of mechanical equipment in oil and gas installations, both onshore and offshore.
• Ability to develop, maintain and update in‑house technical standards and specifications.
• Excellent written and verbal communication skills, including reporting and presentation.
• Demonstrated planning and organizational skills to meet project quality requirements.
• Experience managing a team of quality practitioners.
• Knowledge of non‑destructive examination (NDE) requirements and sour gas environments.
• Familiarity with ISO
  9000 and ISO
  14000 series and other international standards relevant to the oil and gas industry.
