Public Affairs; PA) Plans and Media Operations Assessment Services

Bering-Alaka`ina Holdings, LLC is looking for a Public Affairs Plans Assessment Specialist to support a customer out of Camp Smith, Hawai'i.

• Provide assessment services to provide qualitative and quantitative analysis of PA OIEs, plans and media operations activities in support of INDOPACOM's current and future planning operations and exercise priorities as laid out by the INDOPACOM commander during various battle rhythm meetings.
• Attend meetings and planning sessions that are classified up to TS/SCI level and have the ability to access classified, secure networks. Tasked to support real-world contingencies, operations and/or exercises in support of the INDOPACOM mission that are classified up to the TS/SCI level.
• Provide assessment reports through contextual analysis of target audience, information environment, media, and social media interaction and other characteristics as prescribed in defined measures of performance and measures of effectiveness for a specific OAI, line of effort or defined parameter of time, location, and type of activity against which to assess PA and OIE performance.
• Provide recommendations for adjustments to PA processes, strategies and plans informed by the assessment analysis ensuring OAIs lessons learned from assessment analytics are incorporated into the PA OIE planning efforts in support of campaign objectives.
• Provide assessment multiple reports will vary based on the nature of the OIE time and scope being analyzed. Types of reports include simple snapshots of data extrapolated from analytic systems, analysis accompanying a rollup of media content published following a senior leader engagement, and documents or briefing slides depicting data with ability to analyze the narrative by explaining what the data means against the assessment measures.
• Participate in provided training on the government provided information assessment tool within a specified schedule during duty hours.
• Provide transcript services for up to 5 senior leader speaking events per week, from live-streamed links or audio files of public affairs activities conducted by INDOPACOM senior leaders. The transcription services needed will range in depth and breadth from quality validation of transcripts to the contractor listening to the audio and typing the transcription. The final transcribed product shall be submitted in Microsoft word format to J0
  
  PAC by end of the duty day on the third business day after receipt of the files for standard transcription requests and within four hours for critical requests, which are typically twice a month, but may occur up to two times per week during high engagement events.
• Develop measures of effectiveness and measures of performance in support of information effects and operations in the information environment lines of efforts informed by the INDOPACOM commander’s strategy, Theater Campaign Plan and INDOPACOM Campaign Order.
• Conduct audience analysis and provide talking points for media read-ahead books to support the commander’s or senior leader media engagements in accordance with the commander’s travel schedule within a certain timeframe of the travel or event via word document to J0
  
  PAC leadership, average frequency is twice monthly, with some months requiring up to five trip books.
• Produce daily the INDOPACOM News Clips product. This product shall be submitted with a short summary and collection of approximately 10-12 articles related to the command and the regional security environment via email to INDOPACOM leadership daily.
