Job SummaryDefine scope of technical and quality engineering programs and develop effective, quality solutions to challenges which involve unique or controversial problems. Creatively meet all company and industry requirements and apply site systems to achieve quality, cost-effective, and timely results. Provide quality guidance to less senior professionals on related tasks.
Duties / Responsibilities- Apply technical and quality engineering experience in the field of specialization to resolve complex problems.
- Incorporate advanced technical and quality engineering practices and a variety of complex features into problem solving and program planning.
- Provide leadership in determining solutions to complex problems and be recognized as an expert in a functional area of technical and quality engineering specialization.
- Provide direction and accountability inside and outside department lines on programs seeking new approaches and applications of existing engineering and quality assurance principles; evaluate results through surveillances, monitoring, assessments, and reviews; prepare reports and recommendations; identify and recommend improvements where needed.
- Stay informed of technology advances and requirements in your area of expertise.
- Develop QA programs and procedures and ensure compliance and effective execution within the assigned facility or program area.
- Ensure schedules are approved and personnel under supervision are trained and utilized effectively.
- Prepare plans including schedules, budgets, and personnel requirements for solving technical and quality engineering tasks; monitor progress and expenditures; review quality of work.
- Serve on a Facility Review Board, providing QA expertise for facility start-up and operation.
- Support facility/project needs by conducting procurement, procedure, and work package reviews.
- Communicate objectives and results to customers, colleagues, and management; prepare reports for internal and external publication as needed.
- Communicate with DOE-SR personnel regarding QA Program and corrective action status.
- Enhance expertise through leadership in local and national technical societies; participate in Div./Dept. TQ initiatives.
- Evaluate QA Programs of major program participants, including subcontractors and suppliers, to recommend corrective actions and assess project potential; present findings to management and Site QA.
- Perform other duties as assigned by management.
- Specific duties:
Conduct Supplier Surveillance Oversight using checklists; review supplier submittals, design outputs, and procurement requests.
A 40-hour work week is scheduled. Work schedules may include 5/8s, 4/10s, or 9/80s. Work week excludes holidays. Each workday includes a 30-minute lunch. Overtime may be required to meet deliverables. This position is on-site with up to 80% travel to supplier facilities; travel may involve two-week assignments and is not a resident position.
Required QualificationsEducation
- Ph.D. in Engineering/Science with 5 years of QA, QC, or engineering experience in operations, maintenance, construction, or industrial manufacturing
- MS in Engineering/Science with 8 years of QA, QC, or engineering experience in similar fields
- BS in Engineering/Science with 10 years of QA, QC, or engineering experience in similar fields
- Non-Technical degree with 13 years of QA, QC, or engineering experience in related areas
- At least 16 years of multi-disciplined QA or engineering experience with increasing responsibility, including 10 years in a senior role
Experience
- Practical experience in quality control, work control, materials management, civil/structural, mechanical, maintenance, construction, or related areas
- Ability to perform weekly field walk-downs at job sites; may involve uneven surfaces, long walks, and climbing ladders
