Role Overview
The City of Airdrie seeks a Deputy Director of Emergency Management to oversee the Municipal Emergency Management Program, lead the Emergency Coordination Centre, Incident Command System instruction, and act as the city’s Business Continuity Plan advisor during widespread disruptions. The role manages a staff of approximately 150, interacts with regional and provincial partners, presents to elected officials, and oversees the program’s budget.
Responsibilities- Ensure an effective emergency management program to manage large‑scale emergencies and disasters per the Province of Alberta Emergency Management Act and Regulation.
- Annually review and present the Municipal Emergency Management Plan/Program for audit, and follow up with City Council and Executive Leadership.
- Lead the city during large‑scale emergencies/disasters, maintain certifications for Incident Command and Emergency Coordination Centre functions, and oversee required organizations.
- Develop and implement a comprehensive training program and exercise matrix to meet Local Authority Emergency Management Regulation requirements; maintain and instruct on an Incident Command System for emergency services.
- Participate actively on an All‑Hazards Incident Management Team; deploy for provincial emergency aid as required.
- Develop, maintain, and coordinate the annual review of organization‑wide Business Continuity Plans, acting as BCP advisor during disruptions.
- Assess community risk profile and advocate for public safety in new development and redevelopment applications.
- Review and provide feedback on large special event applications.
- Recruit and maintain a roster of trained personnel for emergency coordination, incident management, and emergency social services.
- Conduct outreach to promote community emergency preparedness.
- Coordinate extreme weather events (hazard‑specific plans).
- Degree in Disaster and Emergency Management, Public Safety, or related field (Master’s degree an asset).
- 10+ years’ experience in emergency management, municipal experience preferred; 5+ years in emergency services setting.
- Certified Emergency Manager (CEM) or AEM certification; at minimum.
- Associate Business Continuity Planner (ABCP) certification; at minimum.
- Incident Command System 100‑400 Instructor; 400 certification an asset.
- Minimum 5 years Emergency Services experience or credentials.
- Proven ability to lead an organization in managing large‑scale incidents/disasters.
- Experience advising and coordinating business continuity planning for organization‑wide disruptions.
- Certified in All‑Hazard Incident Management Team positions with actual deployment experience.
- Strong critical‑thinking skills; early application of ICSP principles for incident stabilization.
- Ability to maintain certifications and instruct emergency personnel.
- Solid presentation skills and professionalism when working with Council and Executive Leadership.
