Job Title:
Telecom Commissioning Specialist
Locations:
- Karimun, Indonesia (Onshore) - 24 months
- Offshore Qatar - 12 months (28 days on / 28 days off)
Start Date: ASAP
Contract Duration: 36 months, with potential extension
Working Hours: 10 hours per day, 6 days per week (approximately 26 days per month)
Rotation:
- Single status: 10 weeks on / 2 weeks off (onshore phase)
- Married status:
Residential where applicable
- We are supporting a major international energy operator on a large-scale offshore development.
- This role focuses on the delivery and assurance of telecom system pre-commissioning and commissioning activities at construction yard and offshore locations.
- The successful candidate will ensure telecom systems are fully tested, compliant, and ready for safe integration and offshore installation.
- Act as the client representative for telecom pre-commissioning and commissioning activities at the construction yard.
- Participate in system walkdowns, identify punch items, and support timely technical resolution.
- Review and approve contractor commissioning plans, procedures, risk assessments, and method statements.
- Ensure all telecom testing and commissioning activities comply with project specifications, standards, and regulatory requirements.
- Oversee and witness commissioning of telecom systems to ensure readiness for offshore integration and hook-up.
- Witness Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) and verify equipment performance against design requirements.
- Confirm system readiness for energisation and sign off test and check sheets in line with project procedures.
- Coordinate with Instrumentation, Electrical, and Mechanical commissioning teams to support integrated system testing.
- Ensure full compliance with Permit to Work (PTW) processes and site HSE requirements.
- Review and endorse commissioning dossiers, test reports, punch lists, and red‑line documentation.
- Ensure telecom system databases and completion records are accurately updated and maintained.
- Proactively identify site risks or constraints and implement mitigation measures to support safe and timely project delivery.
- Demonstrate strong commitment to Safety, Health, Environmental, and Quality standards.
- Ensure all activities are carried out in accordance with company policies, site procedures, and industry best practice.
- Support knowledge transfer and collaboration within multicultural project teams.
- Bachelor's degree in Engineering or Applied Sciences.
- Minimum 8 years of telecom commissioning experience within oil and gas or major industrial projects.
- At least 3 years in a supervisory, PMT, or client representative role.
- Strong experience with offshore telecom systems such as PAGA, CCTV, access control, telephony, and UHF/VHF radio systems.
- Good understanding of offshore facility construction, installation, and commissioning processes.
- Proven experience with FAT, SAT, system energisation, and integrated testing.
- Ability to review and manage commissioning plans, procedures, and completion documentation.
- Familiarity with system completion management tools is advantageous.
- Strong knowledge of industry codes, standards, and safety requirements.
- Excellent written and spoken English.
- Strong technical, analytical, and problem‑solving skills.
- Ability to prioritise tasks and make decisions in a fast‑paced site environment.
- Proficient in Microsoft Office.
- Comfortable working in international, multicultural project teams and remote site locations.
