Overview
The Applied Research Laboratory at the Pennsylvania State University is seeking a Chief Financial Officer and Director of Business Services to provide strategic leadership for ARL business services and financial operations. ARL is a DoD designated University Affiliated Research Center and operates within Penn State's research ecosystem. ARL generates approximately $400 million in annual revenue, employs about 1,600 staff, and conducts essential research and development to support national priorities.
Responsibilities- Provide vision and leadership for the development and implementation of business services solutions that align with ARL's mission and the University policies.
- Lead a staff of more than 90 employees across proposal development, contract negotiation and administration, procurement, property inventory, program finance, financial planning and analysis, accounting systems, accounts payable, contract closeout, accounts receivable and cash management, and travel and labor accounting.
- Oversee financial management and reporting, budgeting, development of business intelligence, and internal controls to ensure compliance with University policies and federal regulations.
- Develop cost recording that complies with audit requirements and manage related policies, procedures, processes, and administration.
- Define system requirements to support future reporting enhancements and maintain compliance with applicable laws and regulations related to federal contracting.
- Bachelor degree and 10 or more years of relevant experience, including 5 or more years of supervisory experience
- Experience as a CFO or Deputy CFO and financial management of a large organization, including leadership of the entire business enterprise
- Strong knowledge of business theory, processes, management, budgeting, and business office operations
- Experience in strategic planning and execution and senior level business management
- Proven ability in financial management, strategic planning, and execution at a high level
- Knowledge of commercial information technology systems and federal contracting laws and regulations
- Detailed knowledge of contract management and compliance and strong project management skills
- Proficiency with U.S. GAAP and financial reporting
- Knowledge of human resource management principles and practices
- Proven leadership skills and ability to guide teams through complex issues and process improvements
- Strong communication, negotiation, and organizational skills
- Ability to obtain and maintain Top Secret and SCI clearance including completion of a government polygraph; ability to obtain and maintain clearance is required for consideration
- Credit history check required due to fiduciary responsibilities
