Duties DescriptionThe New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services is seeking candidates for an Auditor 1 position in the Office of Audit Services. This Office administers both the internal and external audit functions in NYSED and is responsible for overseeing the submission of requisite financial documents from school districts, Boards of Cooperative Educational Services (BOCES) and other subrecipients of federal awards.
The incumbent of this position will assist in the conduct of audits primarily related to external educational entities. Duties of this position include, but are not limited to, the following:
- Serve as staff auditor on an audit team under the supervision of an auditor-in-charge and perform pre-audit surveys;
- Participate in the development of audit plans and programs by reviewing relevant documents, records, and reports;
- Participate in interviews of auditee staff to obtain required and necessary information for the conduct of audits;
- Examine source documents used by auditees to obtain documentation needed to accomplish audit objectives;
- Prepare written audit findings and reports, and recommend corrective action;
- Assist in the review of requisite financial documentation submitted by school districts, BOCES, private schools, non-public colleges and universities and other subrecipients of federal awards; and
- Perform other duties, as assigned.
NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Non-competitive Minimum Qualifications
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Auditor 1:
Candidates must have a bachelor's degree in accounting, auditing, or taxation; or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Substitution - A master's or higher degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles;
or a currently valid Certified Public Accountant license and registration issued by New York State.
Auditor Trainee 1:
Candidates must have a bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Competitive Minimum Qualifications
Reassignment:
Candidates must have one year of permanent competitive or 55b/c service as an Auditor 1.
