Business Systems Analyst 2 (SG-23, NYHELPS) – Item #00318

Base pay range: $86,681 /year – $109,650 /year
Responsibilities- Elicit, analyze, verify, and validate requirements for changes to business processes, policies, and information systems.
- Conduct general requirements elicitation activities for improvement or automation of processes or functions.
- Research and document the current (as‑is) state of business processes or functions.
- Utilize elicitation techniques such as interviews, surveys, focus groups, and document analysis.
- Participate in the implementation of system changes and enhancements.
- Conduct system tests using test scenarios and document results.
- Provide training on new procedures and software and create procedure manuals.
- Perform gap analysis to compare as‑is and to‑be states and identify differences that need addressing before implementation.
- Identify, analyze, and resolve issues for existing systems.
- Work independently to develop portions of the desired future state of processes or functions.
- Document requirements in a business requirements document; act as liaison and interpreter between business and IT staff.
- Maintain business rules and process documentation.
- Supervise Business Systems Analyst 1s and/or trainees.
- Supervise and train business systems analysts; assist with developing performance plans for analysts and trainees.
- Perform the full range of business analysis activities independently; assist management with more complex projects and programs.
- Conduct business analysis training for interns; participate in the joint project management and business analysis community of practice.
- Seven years of business analysis experience where primary duties included:
- Using business analysis techniques to elicit requirements as the foundation for solutions to organizational business needs.
- Using techniques to identify solutions aimed at improving efficiency and effectiveness of systems or processes.
- Describing in comprehensive written documents what the system, process, or product service must do to satisfy established business requirements.
- Creating, updating, and maintaining documentation through the SDLC, including all changes to enable organizational goals.
- Verifying requirements throughout the product or SDLC to ensure they perform to required specifications.
- Developing test plans, logical designs, testing scenarios, reviewing test results, and identifying constraints and risks.
- Communicating with stakeholders.
- Or an associate’s degree and five years of business analysis experience meeting the above duties.
- Or a bachelor’s degree and three years of business analysis experience meeting the above duties.
- Or a master’s degree and two years of business analysis experience meeting the above duties.
- Or a doctorate degree and one year of business analysis experience meeting the above duties.
Civil Service examinations are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.
Competitive and Non‑Competitive Qualifications- Must be currently reachable on the appropriate eligible list for this title, or eligible under the 55 b/c program, or eligible to transfer under Section 70.1 or 52.6 of the Civil Service Law.
- For transfer to an SG‑23 title, one year of permanent competitive (or 55‑b/55‑c) service in an approved title for transfer allocated to an SG‑21 or above is required.
- Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S‑grades or one M‑grade.
- Non‑competitive promotion requires one year of permanent competitive or 55‑b/55‑c service as a Business Systems Analyst 1 and may be considered for promotion if total qualified candidates are three or fewer.
The Office supports telecommuting where it is reasonable to do so. New employees are restricted from telecommuting for at least eight calendar weeks; afterwards, they may telecommute up to five days per pay period based on operational needs.
