Duties DescriptionThe New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Associate in Education of Children with Disabilities position in the Office of Special Education (OSE). This Office works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policies for students with disabilities, provides general supervision and monitoring of all public and private schools, serves New York State preschool and school‑age students with disabilities, and provides technical assistance to parents and school districts.
Under the direction of the Supervisor in Education of Children with Disabilities, the incumbent of this position is responsible for activities to ensure Department compliance with the federal Individuals with Disabilities Education Act. Duties of this position include, but are not limited to, the following:
- Review federal and State laws and regulations as related to the education of students with disabilities
- Develop policies that conform to federal and State statutes and regulations
- Collaborate with the Office of Counsel and other offices, as necessary, in preparing documents related to potential regulatory changes
- Prepare materials, policy memoranda, Board of Regents items and guidance documents for parents, educators, administrators and other stakeholders
- Provide technical assistance, as necessary, to parents, educators, administrators and stakeholders
- Assist in activities related to the State Performance Plan and Annual Performance Report
- Assist Special Education Quality Assurance Regional Office and other Department offices with policy specific assistance
- Collaborate with other Department offices and State and local agencies to represent the needs of students with disabilities consistent with the key principle of improved practices in the “Blueprint for Improved Results for Students with Disabilities.”
NY HELPS – This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open‑competitive minimum qualifications for this position. The qualifications are:
- Master’s degree or higher in special education, reading education, elementary or secondary education, psychology, school psychology, school counseling, guidance and counseling, communications disorders, or speech pathology; AND New York State permanent or professional certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; speech and hearing handicapped; as a school psychologist; or New York State licensure as a speech/language pathologist;
AND four years of professional experience in special education service delivery, administration of special education programs for ages 3–21, evaluation for special education eligibility, teaching children with disabilities, or designing and/or developing special education programs.
