Pay RangeBase pay: $70,579 – $89,645 per year.
Duties DescriptionUnder the supervision of a Materials Testing Specialist 3, you will perform the following:
- Direct, perform, and assist in the preparation of specifications for nondestructive tests (radiograph, magnetic particle, dye penetrant, hardness, and ultrasonic) on metal structures.
- Perform quality assurance functions related to steel fabrication, including field visits to fabrication plants, monitoring inspection activities by contract inspectors, ensuring fabricator compliance with NYSDOT requirements regarding personnel qualifications and material origin and quality.
- Inspect the facilities of new fabricators, review steel fabrication shop drawings, steel erection procedures, and review and approve Procedure Qualification Reports (PQRs) and Welding Procedure Specifications (WPSs).
May include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
Minimum QualificationsThis title is part of the NY HELPS program. Minimum qualifications for this position are:
- Six years of experience in structural steel fabrication and structural metal inspection during fabrication and construction, including radiograph review of welds and performance of magnetic particle, dye penetrant, and hardness tests.
- Substitution:
Bachelor's degree in applied science, engineering, architecture, or construction technology and two years of required experience; or associate degree and four years of required experience.
Employees must obtain NYSDOT Ultrasonic Testing Technician certification within one year of permanent appointment. Failure to maintain certification will result in termination.

- For the duration of the NY HELPS program, this title may be filled via a non‑competitive appointment; all candidates must meet the minimum qualifications.
