Project Engineer - SCADA and Automation

Position Summary

The position assumes the responsibilities of an electrical engineer performing design of LV, HV, EHV electrical power systems with emphasis on SCADA and automation device design and programming for electrical power substations of transmission and distribution systems. The incumbent leads a team of engineers and drafters for substation SCADA projects.

Essential Duties and Responsibilities
  • Practical knowledge and understanding of Engineering/Procurement/Construction types of projects.
  • Coordinating project flow and issues between all engineering disciplines and project management.
  • Providing engineering support to project management, procurement and construction on all stages of projects.
  • Coordinate and lead multi‑discipline engineering team to efficiently execute engineering and design of substation/transmission projects.
  • Creating equipment specifications and supporting procurement of equipment including working with vendors and review of the vendor/contractor‑proposed equipment.
  • Designing project data systems, including:
    • Communications, I/O and logic diagrams.
    • Data point lists.
    • Bill of materials.
  • Writing programs, configurations, and settings for components of the project data system, including:
    • Data gatherers.
    • Protective relays, meters, PLCs, RTUs, annunciators, DFRs, and other IEDs.
    • PC and other network adapters, switches, routers, and other networking equipment.
  • Completing on‑site testing and check‑out of component programming and data cabling.
  • Coordinating design with clients, vendors and subcontractors, including attendance at meetings.
  • Ensuring that all engineering documents and records are properly maintained.
  • Coordinating with purchasing and quality control personnel.
  • Coordinating/guiding designers/drafters and detailed review/approval of electrical drawings.
  • Understanding unique requirements and constraints of multiple types of projects (engineering‑only, EPC, utility, renewable, industrial, commercial).
Supervision
  • N/A – The role reports to the Project Engineering Manager.
Professional Registration
  • Professional Engineering license (one or more US states) preferable, but not required.
Educational Requirements
  • Bachelor of Science Degree in Electrical Engineering and/or Electrical Power Engineering.
  • Educational courses in power systems analysis, electrical machinery, etc.
  • Knowledge of NEC, ANSI, NEMA, IEEE and other applicable codes and standards.
Experience & Training Requirements
  • 5+ years’ experience in design of transmission level substations (34.5 – 500 kV), including:
    • Transmission line protection.
    • Substation protection and control systems.
    • Generator, transformer and bus protection schemes.
    • Development of station/substation single‐line, protection, control and SCADA diagrams including utility and ISO interconnection and operational requirements.
    • Equipment specifications, designs and layouts including major equipment and protection, control, SCADA, and low‑voltage auxiliary systems.
    • Capacitor banks and distribution feeder protection.
    • Demonstrated experience at all interfaces of transmission level projects.
    • Minimum of 3 years of application experience with SEL, GE, etc. relays.
    • Familiarity with relevant codes and standards (NEC, NFPA, NESC, OSHA, NERC, RUS, IEEE, ANSI, IEC, local and federal building codes).
    • Experience reviewing substation physical drawings and calculations (general arrangements, clearances, details, conduit, grounding, lightning protection, etc.).
  • Highly motivated and able to execute tasks from a lead role.
  • Good written and verbal communication skills.
  • Ability to work well with others in a team setting.
  • Strong knowledge of engineering theories and principles.
  • Ability to research engineering and design issues, evaluate alternatives, make sound recommendations and prepare and present recommendations.
  • Strong problem‑solving skills in time‑sensitive situations.
