Pay RangeBase pay range: $66,951.00/yr – $85,138.00/yr. The range is provided by NYS Office for People With Developmental Disabilities. Your actual pay will be based on your skills and experience — talk with your recruiter to learn more.
Duties Description- Work independently and with a team to ensure the completion of the Consolidated Fiscal Report (CFR) and Cost Allocation Plan (CAP).
- Organize, prioritize, and plan workload demands to ensure task/project completion within established deadlines.
- Communicate clear inquiries, responses, and guidance to stakeholders, including senior management.
- Extract, analyze, and/or maintain data from various OPWDD/New York State applications such as Tracking and Billing System (TABS), ad‑hoc databases, time‑keeping systems, Pay Serv, and the New York Statewide Financial System (SFS).
- Use data analytic software and best practices to create accurate and reliable analysis and deliverables.
- Enhance working knowledge of basic accounting principles and cost‑allocation practices to ensure procedures meet CFR/CAP reporting requirements.
- Assist in the facilitation of OPWDD's annual statewide CFR audit engagement conducted by an independent certified public accounting firm.
- Take on new challenges, develop creative solutions, and provide recommendations to enhance overall operations.
- Assist Bureau, Division, and/or Agency management on other issues or assignments as needed.

Minimum QualificationsOpen Competitive:
- Health Care Fiscal Analyst Trainee 1 (SG‑14): Either a bachelor’s or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration; OR a bachelor’s or higher degree in any field supplemented by 12 semester credit hours in accounting and/or auditing and 6 additional semester credit hours in statistics, economics, accounting, and/or auditing.
- Health Care Fiscal Analyst Trainee 2 (SG‑16): Same degree requirements as Trainee 1, plus two years of professional experience in reviewing and analyzing fiscal and cost operations and/or billing systems of a governmental agency, nonprofit organization, hospital, or healthcare facility related to reimbursement rates, principles, and practices.
- Senior Health Care Fiscal Analyst (SG‑18): Same degree requirements as Trainee 1, plus two years of professional experience in reviewing and analyzing fiscal and cost operations and/or billing systems of a governmental agency, nonprofit organization, hospital, or healthcare facility related to reimbursement rates, principles, and practices.
- Master’s or higher degree in a related field can substitute for one year of experience.
- Eligible for transfer via Sections 70.1, 70.4, or 52.6 of the Civil Service Law, or have one year of permanent competitive or 55‑B/C status in the posted title.
- This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Appointment may be made via a non‑competitive appointment, and you will not need to take an exam to qualify.
- At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non‑competitive employment status converted to permanent competitive status.
- Appointments may also be made at the Health Care Fiscal Analyst Trainee levels. Candidates hired at the entry‑level title may be advanced to the full‑performance level following satisfactory completion of two years of service.
- Salary range listed below encompasses the hiring rate of a Health Care Fiscal Analyst Trainee 1 through the job rate of a Senior Health Care Fiscal Analyst.
- Preference will be given to OPWDD employees impacted by closures.
- All OPWDD employees must be eligible for Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
