Location: City of Albany
The Health Care Financing Program Manager 1 serves as Assistant Bureau Director within the New York Department of Health's Division of Finance and Rate Setting, overseeing the Medicaid Global Spending Cap and supplemental programs. The role involves leading teams to establish spending targets, analyze program expenditures, develop policy and procedures, and prepare legislative reports while providing high-level strategic analysis and serving as a liaison with state and federal stakeholders.
Keyqualifications:
- Bachelor's degree and four years professional experience in finance
- One year of experience in management and supervision of health care financing, including reimbursement, managed care models, or fiscal policy development
- Experience making policy recommendations regarding health care financing mechanisms and overseeing supervisory staff
- Strong leadership, critical thinking, and analytical skills with Microsoft Excel
- Knowledge of NYS Medicaid policy and rate setting
- Ability to collaborate with state agencies, Division of the Budget, and Centers for Medicare Medicaid Services
