- The Bureau of Marine and Recreational Vehicles is responsible for promoting boating safety on the waters of New York State by focusing on boater education, law enforcement training, and regulatory inspections of Public Vessels. Public Vessels are defined as any motorized vessel carrying passengers for hire on sole-state waters. The Marine Services Representative will report to the Senior Marine Services Representative and be expected to travel throughout New York State, especially during the boating season.
- Conduct a thorough inspection of Public Vessels in accordance with Bureau procedures and New York State Laws.
- Administer both written and practical exams to license prospective boat operators.
- Assist with the development and delivery of the Marine Law Enforcement (MLE) Training programs to be conducted statewide on an annual basis.
- Develop Public Service Announcements and represent the agency at boat shows and other boating events.
- Develop printed material to be made available to the boating public and assist in teaching NYS Safe Boating Courses.
- Assist with issuing permits for regattas and for floating objects for state waters by reviewing permit applications, updating the database, and working with law enforcement to ensure public safety during regattas and to ensure that the floating objects do not pose a hazard to other boaters.
- Assist with the collection and review of all recreational boating incidents in New York State and compile the Annual Boating Report based on the statistics.
- Review and process applications for Hull Identification Numbers (HIN) and issue HIN in accordance with Bureau procedures.
- Eligible List:
There is not an active Civil Service Eligible list for this title. You may apply if you are eligible for appointment by one of the following qualifications:
- The Marine Services Representative, SG-18, title is part of the New York State Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
- Graduated from a four-year Maritime Academy or College, AND have two years of experience as a:
- 1. Third Mate or higher for Oceans, Near Coastal or Great Lakes, for unlimited gross tons, OR
- 2. Marine Engineer qualified for unlimited horsepower, OR
- Six years of satisfactory experience as a:
- 1. Marine Inspector, Accredited Marine Surveyor, Class Surveyor (ABS, Lloyd’s, NNV) or Naval Architect; OR
- 2. Marine Inspector (Apprentice) Inspecting vessels while employed by the U. S. Coast Guard, OR
- 3. Third mate or higher for Oceans, Near Coastal or Great lakes, for unlimited gross tons, OR
- 4. Federal First-Class Pilot, OR
- 5. Marine Engineer qualified for unlimited horsepower, OR
- 6. Master, 1,600 gros tons; OR
- Any combination of experience in the categories above (six years in one specific category is not mandated).
- Your degree must have been awarded by a college or university accredited by a recognized accrediting agency. If your degree was awarded outside the United States, provide independent verification of equivalency. See the NYS CS Degrees information for details. - Operational Needs:
- Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
- Must be able to engage in day and overnight travel, as well as to work variable hours when in the field on an as needed basis (20-25% travel overall) especially as needed in the summer to complete Vessel Inspections and Outreach.
- Must have experience in the MS Office Suite of products, specifically Outlook, Word, Excel and Access.
