Pay Range: $56,655 – $83,286 per year.

Description

The Testing Services Division is responsible for developing, administering, scoring, and validating the examinations used by State agencies and local jurisdictions. As part of a modernization effort, the Department is establishing computer‑based testing centers across New York State to enable all New Yorkers to participate in exams.

Duties include:

  • Planning, preparing, and evaluating tests using multiple‑choice, training and experience evaluation, job simulations, constructed responses, and performance formats.
  • Collecting and analyzing job information to develop appropriate test plans.
  • Writing, editing, reviewing, and proofing test material; analyzing results and preparing scoring recommendations.
  • Collaborating with other members of the Testing Services Division and with individuals/groups within and outside the Department.
  • Participating in inter‑division work groups and project teams to support Department modernization efforts and initiatives.
Qualifications

Minimum Qualifications (NY HELPS)

For a non‑competitive appointment, no examination is required but the following qualifications apply.

  • Human Resources Specialist Trainee 1 (Testing): Four years of experience developing interview techniques, rating scales, and tests to assess skills, abilities, and interests for employee selection, placement, or promotion, and evaluating recruitment or selection criteria. Substitution:
    Associate degree for 2 years;
    Bachelor’s for 4 years;
    Master’s for 5 years;
    Doctorate for 6 years.
  • Human Resources Specialist Trainee 2 (Testing): Five years of experience as above. Substitution:
    Same as above.
  • Human Resources Specialist 1 (Testing): Six years of experience as above. Substitution:
    Same as above.
Reassignment and Transfer Qualifications
  • Current Dept. of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 1 (Testing) must be reachable on the eligible list for the Albany location if one exists.
  • For transfers:
    One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and deemed similar by Civil Service.
  • Special qualifications: 70.4 (eligible if one year or more of permanent, contingent permanent or 55 B/C service in a Grade 12 or higher position, has passed PATT or PCO exam, holds a bachelor’s degree, and has not failed the most recent exam).
  • Additional details for 70.1, 52.6, and other transfer criteria are available through the Civil Service GOT‑IT system.
