Join the Office of Addiction Services and Supports as a Human Resources Specialist 1, Trainee 1, or Trainee
2. This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) and requires no exam to qualify.
$56,665.00/yr – $83,286.00/yr
Duties and Responsibilities- Coordinate the reasonable accommodation process, including requesting, reviewing documentation, and recommending responses to requests in collaboration with the existing OASAS Designee for Reasonable Accommodations (DRA).
- Participate in diversity and inclusion activities, including analyzing workforce data and ensuring equal employment opportunity.
- Review requests to fill and appointment nominations to ensure equitable application of staff and appointment processes, and coordinate requests for information for the Office of Employee Relations.
- Participate in exam planning and recruitment efforts to promote diversity, equity, inclusion, and accessibility.
- Perform generalized human resources activities to support staffing services, including recruitment, position classification and compensation, examinations, performance management, out‑of‑title reviews, contract interpretation, staffing management, decentralized examination scoring, canvassing centralized/decentralized eligible lists, initiating postings, and initiating payroll transactions.
- Confer with agency program managers and Department of Civil Service representatives on possible actions to meet specific recruitment needs.
- Draft or assist with drafting advertisements and identifying appropriate media to recruit needed candidates.
- Communicate with potential applicants to resolve pertinent questions on job opportunities.
- Review status of eligible lists, examination schedules, and existing and anticipated staff requirements to identify critical examination considerations and confer on possible actions such as spot recruitment or accelerated examinations.
- Other duties as assigned.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Employees hired under NY HELPS are expected to have their permanent non‑competitive employment status converted to permanent competitive status within one year of permanent appointment.
- Human Resources Specialist 1: Candidates must have six (6) years of experience performing and supervising various human resources activities such as staffing services, position classification and compensation, and employee services. Substitutions:
An associate’s degree can substitute for two (2) years of specialized experience; a bachelor’s degree for four (4) years; a master’s for five (5) years; a doctorate for six (6) years. - Human Resources Specialist Trainee 1: Candidates must have four (4) years of experience performing and supervising various human resources activities. Substitutions:
Associates for two (2) years; bachelor’s for four (4) years; master’s for five (5) years; doctorate for six (6) years. Trainee ships: A two‑year traineeship is required to advance to the full performance level. - Human Resources Specialist Trainee 2: Candidates must have five (5) years of experience performing and supervising various human resources activities. Substitutions as above. Trainee ships: A one‑year traineeship is required to advance to the full performance level.
- Competitive class appointments may be considered for candidates on eligible PCO, PATT, or transfer‑eligible lists, subject to the appropriate traineeship requirements.
- Salary range includes the hiring rate for a Human Resources Specialist Trainee 1 (SG‑NS) through the job rate for a Human Resources Specialist 1 (SG‑18).
- Human Resources Specialist Trainee 1 (SG‑14): $56,655/yr.
- Human Resources Specialist Trainee 2 (SG‑16): $63,180/yr.
- Human Resources Specialist 1 (SG‑18): $67,119 – $83,286/yr.
- Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules, and negotiated union contracts.
