Business Analyst-Albany, NY, Hybrid

The Business Analyst will work closely with Client’s program staff, vendors, and other stakeholders to define requirements for the NYSoH. The Business Analyst will elicit, analyze, communicate and validate requirements for the Client.

• Guide requirements gathering meetings to elicit functional requirements from business users to define system functionality
• Analyze, develop and review process flow charts and other business documentation to define business processes
• Document complex functional requirements in a thorough and clear formal requirements document
• Consult with and advise department staff during the technical design process.
• Analyze, review and comment on design specification documents
• Analyze, review and comment on technical documentation such as interface control documents
• Guide and participate in stakeholder review meetings for requirements and design specification documents
• Coordinate and document resolution of requirements and technical design comments and gaps with business and vendor staff
• Provide guidance in the development of test scenarios
• Perform software testing as needed including specifying test scenarios and test cases, executing tests, and analyzing and documenting defects in a defect management system
• Provide guidance for the development of internal software training documents
• Work on complex software in a fast‑paced, high volume work environment
• Communicate and facilitate consensus among stakeholders
• Deliver oral and written communications to business owners, IT program team members and management.

Requested Qualification Notes to Agency:
Points assigned will change depending on the number of Qualifications submitted. There is no requirement to have 10 Qualifications. Only Number of Months is an allowable unit of measurement for experience.

• 1. 84 months of experience in Information Technology supporting complex software systems or applications.
• 2. 84 months of experience analyzing complex business processes and creating and reviewing test plans.
• 3. 84 months of experience documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals.
• 4. 84 months of experience providing written communications to business owners, IT program team members, and management.
• 5. 84 months of experience working with Health Insurance or the Affordable Care Act or Medicaid which includes Eligibility and Enrollment (not Health Care).
• 6. 84 months of experience with ETL tools, batch jobs, Rational Quality Manager, Report Development using IBM Cognos or HIPAA compliant X12 format for EDI transactions.
• 7. 60 months of experience in reviewing and evaluating technical specifications for compliance with business objectives and requirements.
• 8. 48 months of experience developing well‑constructed test scenarios and test cases against documented design use cases; performing testing, reviewing results, and documenting defects using a defect management tool.
