The Office of Mental Health is seeking an experienced .NET Developer / Systems Developer Expert
to support the CNET and REMS refactoring and restructuring initiative
.

The consultant will design, develop, enhance, troubleshoot, and support enterprise applications using C#, .NET, ASP.NET/MVC, .NET Core, Oracle PL/SQL, JavaScript, HTML, CSS, XML, and related technologies
. The role also requires strong production-support, mentoring, source-control, documentation, and healthcare/HIPAA experience.

• Execute the full Software Development Life Cycle (SDLC).
• Design and develop enterprise web applications using C#, ASP.NET/MVC, .NET Core, and Visual Studio 2022 or higher
  .
• Develop front-end functionality using JavaScript, jQuery, AJAX, HTML, CSS, Bootstrap, XML, and JSON
  .
• Design and maintain Oracle database objects, including:
  • Tables
  • Indexes
  • Constraints
  • Triggers
  • Views
  • Stored procedures
  • Packages
  • Functions
  • Cursors
• Perform data conversion and migration activities as required.
• Troubleshoot business rules, calculations, application logic, and reporting issues.
• Develop and support HTML and Crystal Reports
  integrated with .NET applications.
• Diagnose and resolve production issues and ITSM incidents.
• Participate in critical incident bridge calls and support root-cause analysis.
• Mentor and assist developers with debugging, troubleshooting, security, deployment, data access, communications, and system architecture.
• Use Azure Dev Ops, Git Lab, or TFS
  for source control, branching, and version management.
• Prepare and maintain technical documentation based on business and system requirements.
• Ensure applications meet WCAG 2.0 accessibility standards

• Support applications containing HIPAA-protected healthcare data (PHI).
• Provide regular status updates on tasks, issues, and deliverables.

• Expert-level development experience with the ability to provide technical guidance to large teams.
• 7+ years
  of experience using Microsoft Visual Studio to develop n-tier applications with:
  • C#
  • ASP.NET MVC
  • .NET Core
  • Object-oriented design principles
  • Secure, scalable, and maintainable application architecture
