ITS requires an Expert-level Software Developer to serve as lead developer for NYS Homes and Community Renewal’s (HCR) portfolio of mission-critical Power Builder applications following the unexpected loss of the agency's lead and only Power Builder developer. The selected candidate will develop, enhance, and support these applications, which are built on the Power Builder Foundation Classes (PFC) framework with an Oracle database, until they are replaced through the agency's modernization efforts.

No in house Power Builder expertise remains, so the candidate must be able to work independently in a large, mature codebase with minimal onboarding and without disrupting production operations.

Daily Responsibilities include but are not limited to:

• Serve as lead developer for HCR's Power Builder applications, responsible for their day-to-day development, maintenance, and support.
• Design, develop, test, and implement enhancements and fixes to large, mature Power Builder applications built on the Power Builder Foundation Classes (PFC), including PFC ancestor objects and services, Data Windows, and Power Script.
• Develop and maintain the Oracle database components that support these applications, including PL/SQL stored procedures, packages, and triggers, and the Power Builder code that calls them.
• Diagnose and resolve production issues across the application and database layers; serve as the primary escalation point for Power Builder application problems.
• Analyze business processes and requirements with HCR program staff and translate them into application changes.
• Document the applications, including code structure, business rules, and build and deployment procedures.
• Support modernization efforts by providing knowledge of the existing applications' business rules, data, and integrations to modernization teams, and keep production systems stable through the transition.
• Transfer knowledge to designated State staff throughout the engagement.

Is involved with all facets of the software development process, including the research, design, programming, testing and implementation of computer software.

Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

• 84 months practical, real-world application of the Power Builder Integrated Development Environment (IDE) and its associated technologies to design, build, maintain, and modernize enterprise level applications, using Power Builder, Power Script, and Power Builder Data Window technology.
• 84 months of experience developing and maintaining Power Builder applications built on the Power Builder Foundation Classes (PFC) framework, including extending and customizing PFC ancestor objects and services.
