The City of Albany is seeking an experienced and forward-thinking leader to oversee its wastewater and stormwater programs within Public Works Operations. This critical leadership position is responsible for managing complex utility systems that protect public health, preserve environmental quality, and support a sustainable community—including the Albany-Millersburg Water Reclamation Facility, Talking Water Gardens treatment wetland, wastewater collection system, stormwater conveyance and treatment infrastructure, and Environmental Services programs.

Reporting to the Public Works Operations Manager, this role provides strategic direction, operational oversight, and regulatory compliance leadership across multiple utility programs. The successful candidate will guide supervisors and staff, manage budgets and capital improvement projects, ensure compliance with state and federal regulations, and champion continuous improvement, safety, and customer service. GENERAL PURPOSE

This position administers and provides leadership to the Wastewater and stormwater programs within Public Works Operations. Manages the operation of the Albany-Millersburg Water Reclamation Facility, Talking Water Gardens treatment wetland, Environmental Services, the wastewater collection system, and stormwater conveyance and treatment systems. Plans, organizes, controls, and directs the activities of the assigned section and associated supervisors and lead workers. Performs other related work as required.

Both duties listed are illustrative examples of the work the incumbent may perform and are not exhaustive.

  • Plans, organizes, controls, integrates, and evaluates the work of the wastewater and stormwater utilities including operation, maintenance, and capital improvement of the utility infrastructure. Includes the collection system, water reclamation facility, treatment wetlands, biosolids composting facility, lift stations, and associated infrastructure. Stormwater utilities include inlets, conveyance piping, structural and vegetated treatment facilities, and associated infrastructure. Other programs include Environmental Services, industrial pretreatment program, water quality control and laboratory services.
  • Prepares the biennial budgets for assigned programs with the assistance of supervisors and staff. Reviews and monitors expenditures to remain within established budgetary constraints. Authorizes purchases and signs purchase orders. Coordinates with Public Works engineering staff on the annual Capital Improvement Program and other capital projects.
