General Statement of Duties

Performs administrative and managerial work planning and coordinating the City’s recreation programs, including the Aquatic Center, Senior Center, Theater and Arena; performs related duties as required.

Supervision Received

Works under the general supervision of the Director of Community Enrichment and Engagement.

Supervision Exercised

Exercises general supervision over department staff either directly or through supervisory staff. Oversees and directs the Recreation Department operations and programs, ensuring effective coordination of maintenance with programming.

Responsibilities
  • Develops and implements policies, procedures, and practices for effective operation of the department, consistent with City policies and relevant laws, rules, and regulations.
  • Provides oversight for the City Arena, Aquatic Center, Civic Theater, Senior Center operations and staff.
  • Assists with developing and administrating the annual recreation budget including recreation programming, the Aquatic Center, the Civic Theater, Senior Center, Arena and maintenance.
  • Prepares, negotiates and submits usage and rental agreements.
  • Reviews and develops long‑term operational plans and goals for the department; assigns and adjusts priorities to meet shifting long‑term plans.
  • Promotes Recreation programs and activities in coordination with communications staff.
  • Supervises staff including interviewing, and effectively recommending hiring, training, coaching, assigning and reviewing work, rewarding and disciplining approving department supervisors’ personnel actions; recommends discharge.
  • Plans, coordinates and directs a diversified year‑round, city‑wide parks and recreation program including the management of the arena and municipal swimming pool, and various fields, parks and open spaces.
  • Coordinates the recreation program with the parks program, other city departments, and outside organizations such as the school districts and various community‑based organizations.
  • Plans and implements ADA compliance efforts for recreation programs, services, and facilities.
  • Prepares or oversees planning for long‑term maintenance of City buildings and facilities, with supervisory staff; oversees, coordinates major purchases and capital expenditures for maintenance purposes; revises or updates the Capital Improvement Plan.
  • Directs the planning, development, construction of recreation facilities with the City’s Comprehensive Plan.
  • Approves the purchase of supplies, materials, and parts needed for the department up to $500.
  • Attends and participates as staff liaison or assigns a staff member to act as liaison at Park and Recreation Board meetings.
  • Promotes and participates in community projects, events and activities dealing with recreation.
  • Meets with the public, local civic and community groups, youth groups and the school district about projects and services; periodically surveys the community to determine needs and interests.
  • Oversees facility maintenance of various City buildings:
    Arena, Theater, Aquatic Center and Senior Center.
  • Responds to questions and concerns of the public.
  • Represents the City in professional organizations, such as NRPA and MRPA, MIAMA and with other governmental agencies where the interests of the Community Recreation are involved.
  • Maintains a variety of records and prepares reports and correspondence as needed, including preparation of the annual report.
  • Oversees coordination with other organizations within the city to avoid duplication of programs and competition between programs; attends meetings of various organizations at their request.
  • May schedule the use and rentals of facilities including special events and entertainers.
  • Performs other duties as needed or assigned.
Qualifications
  • Considerable knowledge of the principles and practices of public recreation including a wide variety of community recreational programs and activities.
  • Thorough knowledge of management principles and practices and effective customer services practices.
  • Considerable knowledge of OSHA regulations and safety practices related to recreation and sports.
