Oversee the assigned activities and operations of the Code Enforcement Division of the Planning Department, including implementation and enforcement of the Zoning Code, Housing Code and related ordinances; provide highly responsible and complex administrative support to the Division Manager, Planning Director, Mayor and City Council; coordinate assigned activities and operations with other agencies, divisions, and the general public.

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Associate's degree from an accredited college or university; and
Eight (8) years of professional experience in zoning, housing, planning or code enforcement; and
To include three (3) years of supervisory experience.
ADDITIONAL REQUIREMENTS:
- Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
- Possession of a City Operator's Permit (COP) within six (6) months from date of hire.
- Possession or an appropriate valid housing code certificate issued by the International Code Council (ICC) or possession of a certification issued by the State of New Mexico as a Building Inspector within six (6) months from date of hire.
- Operations, services and activities of a code enforcement program
- Principles and practices of program development and administration
- Comprehensive City Zoning Code, Housing Code and related codes and ordinances
- Principles of supervision, training and performance evaluation
- Modern and complex principles and practices of code enforcement techniques
- Modern office procedures, methods and equipment, including computers (desktop, laptop, tablet, etc.), smartphones and similar communication devices
- Pertinent Federal, State and local laws, codes and regulations
- Plan, organize, direct and coordinate the work of lower level staff
- Select, supervise, train and evaluate staff
- Interpret, explain and enforce City code enforcement policies and procedures in accordance with department policies
- Identify and respond to sensitive community and organizational issues and make appropriate adjustments
- Analyze and assess programs, policies and operational needs and make appropriate adjustments
- Accurately read and interpret blueprints; examine residential and commercial plans to determine applicable compliance with zoning standards
- Operate office equipment, including computers and supporting work processing applications
- Develop and administer division goals, objectives and procedures
- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
- Research, analyze and evaluate new service delivery methods and techniques
- Interpret and apply Federal, State and local policies, laws and regulations
- Communicate clearly and concisely
- Establish and maintain effective working relationship with those contacted in the course of work
