Housing Development SpecialistCompensation: $24.81/ hour ($51,596.82 annually) - $30.51/ hour ($63,457.28 annually).

Under the direction of the Housing Development Director, the Housing Development Specialist is to support renovation and new development projects. This included helping with project planning, project inspections, tracking budgets and schedules, and assisting with funding applications and loan closings. The role may involve coordinating staff and consultants who contribute technical or professional work to assigned projects. The Housing Development Specialist also works with other departments and outside agencies and provides general administrative support to keep projects running smoothly.

- Assists in administering the Capital Fund Program, including developing annual and 5-year capital plans and 5-year capital plans, monitoring budgets, ensuring compliance with HUD regulations, and meeting obligation/expenditure deadlines.
- Manages assigned capital projects, design inspections, scheduling, and coordination with architects, contractors, and staff to keep projects on time and compliant.
- Prepares project status updates and schedules; maintains project documents, spreadsheets, databases, records, and audit trails to make sure everything stays on track with the development budget and in compliance with HUD and other Government regulations.
- Supports funding efforts by assisting with funding applications, estimating costs, developing budgets, and assisting with lender/investor solicitation, evaluation, and closings.
- Participates in planning, development, and oversight of new housing projects, including major renovations and new construction; assists with developing short- and long-term housing strategies.
- Assists with departmental goal-setting, policy development, and program administration
- Helps identify and resolve project conflicts or issues, promoting solutions that save time, money, and resources.
- Serves as liaison with other departments, agencies, and the public; coordinates communication, meetings, and site tours; responds to sensitive inquiries and complaints.
- Supports the preparation and administration of the annual budget.
- Creates, organized, maintains and updates all required logs, journals, records, and audit trails in accordance with HUD regulations.
- Provides professional, technical, and administrative support to the Housing Development Director and Housing Development Associate.
- Attends training, meetings, and professional development activities to stay current on affordable housing and construction trends.
