Job Description

Oversee the contract management and oversight of major Federal, State, and commercial contracts with various agencies. Support new business opportunities and growth strategies, lead negotiations for large, complex domestic and international contracts, and participate in strategic procurement initiatives. Collaborate with business area and functional leaders to meet Key Performance Indicators.

Position Responsibilities
  • Serve as deputy to the SVP of Contracts and primary liaison between contracts and legal for term and condition negotiations.
  • Support key initiatives and integrations, driving actions to closure.
  • Provide strategic direction and leadership to a team of contracts professionals, escalating high‑level issues to VP/SVP.
  • Lead conflict resolution of contract issues and mentor staff.
  • Manage multiple business units, groups, or segments as a partner to business leaders.
  • Perform contract lifecycle duties: proposal review, pre‑ and post‑award negotiations, modifications, close‑outs, and support complex multi‑year contracts.
  • Ensure agreements comply with regulations and company policies.
  • Review contract data in business systems for accuracy.
  • Advise leadership on contractual rights, obligations, and risk mitigation strategies.
  • Engage program teams and customers to enforce contract requirements, manage scope, and mitigate risks.
  • Conduct senior management briefings on key issues.
  • Draft, evaluate, and negotiate agreements such as NDAs, sales/purchase agreements, subcontracts, consulting agreements, license agreements, master agreements, and FAR‑based contracts.
  • Review agreements previously reviewed by staff and resolve outstanding issues.
  • Participate in business development: contract knowledge, bid evaluation, proposal, and negotiation processes.
  • Structure and negotiate commercial arrangements (sales contracts, supply arrangements, operation agreements).
  • Coordinate DCAA, DCMA, and other audits with senior management.
  • Promote the company’s vision, mission, and core values throughout the area of responsibility.
  • Act as the focal point for communication with legal, finance, and business disciplines on contract issues and disputes.
  • Manage assigned contracting staff.
  • Perform additional duties as assigned.
Basic Qualifications (Required)
  • Bachelor’s degree in Business Administration, Finance, or related field (or equivalent experience).
  • 12–15 years of directly relevant experience.
  • 5–7 years in a people‑leadership role.
  • Expertise in federal, international regulations, and legal concepts.
  • Significant experience with DoD/Federal prime government contracts.
  • Entrepreneurial mindset and ability to thrive in a dynamic environment.
  • Business acumen with a record of innovative solutions and problem solving.
  • Ability to translate between business and technical risk and communicate clearly to leadership.
  • Proven contract drafting and negotiation skills.
  • FAR/DFAR knowledge; OTA knowledge; understanding of U.S. Government acquisition laws.
  • Broad experience with various contract types (fixed‑price, cost‑type, commercial/non‑commercial, production, development, sustainment).
  • Experience with license, non‑disclosure, and teaming agreements.
  • Knowledge of Truthful Cost or Pricing Data requirements (FAR Part 15).
  • Strategic planning capability at all levels.
  • Excellent interpersonal and communication skills.
  • Collaboration skills that inspire confidence in staff, co‑workers, and customers.
  • Training and mentoring experience, building high‑effectiveness teams.
  • Access to ITAR‑subject data (qualified for ITAR).
  • Hold or be able to obtain a U.S. Security Clearance (Secret, Top Secret preferred).
Other Qualifications & Desired Competencies
  • Federal Contract Manager (CFCM) certification.
  • Experience with international and commercial contracts, including Foreign Military and Direct Commercial Sales.
  • Experience with accounting systems such as Unanet, Oracle Fusion.
  • Effective interaction with company management, business area leads, functional counterparts, and team members.
  • Strong business acumen and innovative problem solving.
