Industrial Security Officer | Requisition  | Position Grade 15

Position Summary

The UNM Office of the Provost seeks an experienced professional for the position of Industrial Security Officer. This position serves as the Facility Security Officer (FSO) for the university, focusing on procedures, projects and education related to the assessment and safekeeping of classified documents. Reporting to the Provost (or designee), the FSO serves as Key Management Personnel (KMP) and is delegated by the Board of Regents all duties and responsibilities pertaining to the protection of classified information under classified contracts awarded to the University of New Mexico.

The FSO will ensure compliance with U.S. government standards as specified in the NISPOM/32

CFR Part 117 and NISPOM Rule policies. The president of the university has formally designated this position as the Insider Threat Program Senior Official (ITPSO). The position is responsible for management and coordination of all security‑related activities at the university, including management and assessment of security threats to the university.

Duties and Responsibilities
  • Provide leadership and coordination of the University’s Industrial Security, Export Control, and security programs.
  • Supervise and serve as the backup Export Control Officer.
  • Initiate and administer security clearances for UNM personnel.
  • Conduct ongoing security training, including new‑employee security education, briefings, and annual required refresher briefings for cleared personnel.
  • Conduct outreach to uncleared faculty and students on security matters within their research, focusing on disclosure of foreign influence to government agencies (NIH, NSF, DoD, DOE).
  • Maintain classified document control inventory.
  • Perform intermittent and annual self‑inspections and serve as liaison with the Defense Counterintelligence and Security Agency (DCSA) during annual security vulnerability assessments.
  • Manage classified contracts and prepare DD‑254s for subcontracts as required.
  • Manage incoming and outgoing visitor control.
  • Host classified meetings.
  • Maintain all paperwork for Facility Clearance in the NCAISS database.
  • Conduct investigations of security violations.
  • Monitor security threats, report suspicious activities, and conduct risk mitigation; plan strategies and countermeasures for Main Campus and the Health Sciences Center.
  • Serve as the University’s representative to the community and government agencies for industrial security matters.
  • Advise on university planning and policy making related to security management in the design and construction of physical facilities.
  • Manage sensitive security records and databases; coordinate security inspections, investigations, and surveys.
  • Oversee industrial security functions of remote facilities, including electronic access control and intrusion systems.
  • Coordinate and perform security inspections and investigations.
  • As ITPSO, develop and manage the Insider Threat Program, collaborating with HR, security, information security, and university counsel to ensure cleared personnel understand how to identify, mitigate, and report insider‑threat risks.
  • Provide information and/or training such as security briefings, debriefings, and awareness training; represent the university’s programs to internal and external stakeholders.
  • Organize and participate in outreach activities, including developing communications and training materials and planning or promoting events and conferences.
  • Participate in budget development; monitor and approve expenditures.
  • Direct staff to perform various tasks and assignments.
Minimum

Job Requirements
  • Bachelor’s degree; at least 5 years of experience directly related to the duties and responsibilities specified.
  • Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year‑for‑year basis.
Preferred Qualifications
  • Possession of a U.S. Government Top‑Secret security clearance. Selected candidate must be able to obtain and maintain a Department of Defense security clearance upon hire.
