Role

Description:

Directs and manages a wide range of rail and transit planning projects collecting information, engaging with the public, developing recommendations, creating documents, and presenting results. Will help lead growth of rail and transit planning, program management and design projects at Huitt-Zollars through client development, business development and project management. Huitt-Zollars does a wide range of planning work, including transportation (transit, pedestrians, bikes, and cars), land use, parks, resilience, and site planning.

Our recent rail and transit work includes a bus network redesign in Fort Worth, a regional rail master plan in Philadelphia, a commuter rail station in Austin, BRT corridors in York and Harrisburg, Pennsylvania and a transit center in Santa F . We support PennDOT on a variety of program management tasks as well.

We are looking for a project manager / lead planning manager with a particular focus on rail and transit, and specific expertise and experience in one of the following: rail systems planning, corridor planning, transit priority, data analysis, or rail and transit service planning. We also expect that this planner would be able to work on a wide range of projects and provide direction and leadership in pursuing and creating additional planning and program management opportunities with rail and transit clients, localities and transit authorities with a focus in the DC metropolitan area and Pennsylvania but also support projects nationally.

A planner V must be able to function as a project manager, working with internal team members, consultants, and the client under the direction of a principal in charge. They must be able to guide a project by outlining deliverables, planning out public and stakeholder outreach, managing an overall project schedule, assigning tasks to internal team members, setting up meetings, and leading discussions.

10+ years of experience in rail or transit planning is required. Experience in client development and direct project or program management experience is required. Experience working at a transit agency is highly desirable. AICP and / or the ability to attain a PMP is also highly desirable. This position will manage and collaborate with teams spread across multiple locations. This position could be based at our National Capital Region office in Alexandria, VA or our Philadelphia, PA office.

Travel to client offices and project sites will be required.

Duties
  • Project management – scope development, client coordination, scope monitoring and performance, budget and schedule management and control of a variety of rail and transit projects.
  • Business development – develop client relationships, identify business opportunities, pursue new work and manage expansion of planning services.
  • Marketing – represent firm at community events, local conferences and national conferences as part of business development
  • Manages staff who support planning tasks.
  • Develops information, presentations, and other materials for the public. Creates surveys. Helps plan and organize public meetings. Facilitates discussions.
  • Works with an interdisciplinary team to define strategies and identify recommendations.
  • Writes for reports, memos, fact sheets, and other documents.
  • Coordinates with and integrates information from consultants.
  • Contact with clients, consultants and stakeholders.
  • Assigns work to team members.
  • Organizes and runs meetings.
  • Prepares presentations and documents, including preparing graphic materials for presentations or documents, assembling a presentation or document, and proposing an outline for a presentation or document.
