Duties

You will serve as a Contract Specialist and will be responsible for planning and recommending execution of all contractual actions and phases for assigned projects within the Office of Contract Operations. This position acquires a full range of sophisticated supplies and services which may include Coast Guard (CG) major acquisitions.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Serving as a Contract Specialist responsible for procurements that contain a number of different processes or elements resulting in extensive contract administration and subcontracting.
  • Planning and leading USCG meetings and presentations at government and non-government conferences, seminars, and meetings.
  • Developing new or innovative acquisition plans, source selection plans, and contract terms, conditions, or financial arrangements that may serve as a model for future system acquisitions and/or the procurement of technical assistance and advisory services.
  • Analyzing price and cost data contained in contractor's proposals to ascertain reasonableness of price; and reviewing contractors' performance.
  • Serving as lead negotiator for contract modifications for programs involving several interrelated contracts.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Qualifications Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified.

Transcripts must be submitted with your application package. You MUST meet the following requirements:
  • Must have a 4-year course of study leading to a bachelor's degree with a major in any field; or
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include performing the following types of tasks on a regular basis.

Specialized experience should demonstrate the following:

  • Preparing and issuing solicitation documents, selecting appropriate clauses to complete specifications.
  • Performing detailed analysis of bids or proposals received including ensuring strict compliance with specifications on advertised procurement and recommending award to lowest bidder providing such compliance.
  • Drafting final contract including specifications, packing and shipping requirements, inspection instruction, and all other special and standard clauses.
  • Reviewing requisitions to determine proper specifications or purchase descriptions are included in solicitation documents.

NOTE: Education cannot be substituted for experience at this grade level.

National Service Experience

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
