We are seeking an Analytic Methodologist, Object Based Intelligence (OBI) to work in support of multiple DIA initiatives, including the Machine-Assisted Rapid-Repository System (MARS), Object Management Services (OMS), and Object-Based Intelligence (OBI).
Work locations vary throughout the National Capital Region (NCR), with Reston, VA and Washington, DC being primary locations.
Responsibilities include- Support the development of analytic strategies to resolve key intelligence questions of mission-driven requirements.
- Work with ambiguous information, deconstruct key questions, suggest methodologies, develop data schemas to structured observations, and support visualization of applicable data.
- Identify and evaluate a wide range of existing methods, models, and algorithms to develop more accurate, complete, objective, and anticipatory analysis for intelligence production.
- Identify, retrieve, manipulate, relate, and/or exploit structured data sets from all available sources.
- Use scripts, visual analytic modeling tools, and Standard Operating Procedures (SOPs) for repeatable, widely applicable procedures.
- Combine empirical or quantitative methods with data analysis for intelligence production of complex and data-driven assessments.
- Evaluate the capabilities and limitations of analytic methodologies.
- Design, develop, and maintain domain-specific ontologies to enable semantic representation of data inputs, facilitating integration of data sources and interoperability with internal and external OMSs.
- Design, develop, and maintain knowledge graphs leveraging domain-specific ontologies to support advanced data querying, data visualization, and integration of intelligence functions via OBI standards.
- Apply semantic web standards (e.g. RDF, OWL, SPARQL) to knowledge model entities, relationships, and vocabulary in accordance with industry and government data standards.
- Establish processes for ontology version control, change management, stakeholder and governance review to ensure accuracy, consistency, and compliance with IC and DoD policies and standards.
- Collaborate with team members to enhance semantic data retrieval and reasoning across knowledge graphs through development and optimization of data queries via multiple protocols (e.g. Graph
QL, SPARQL, SHACL, SQL). - Collaborate with team members to validate and refine exploratory efforts to automate ontologies and associated components to ensure semantic accuracy, relevance, and interoperability with existing knowledge modeling and knowledge graph capabilities.
- Collaborate with team members to evaluate effectiveness of exploratory efforts to automate ontology and associated component generation leveraging qualitative and quantitative metrics.
- Support capability development by contributing, editing, and storing ontologies and knowledge models in Government owned/controlled source version control repositories.
- Minimum 8 years of experience related to analytic enabling with at least a portion of the experience within the last 2 years.
- Bachelor's degree in an area related to analytic enabling from a college or university accredited by an agency recognized by the U.S. Department of Education.
- Demonstrated comprehensive mission knowledge and skills that affirms completion of all developmental training and related experiences.
- Demonstrated ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and/or technically advanced. Ability to structure analytic questions based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
- Demonstrated ability to work independently with minimal oversight and direction.
- Demonstrated ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
- Demonstrated ability to develop concise, insightful, and comprehensive products for defense intelligence.
- Demonstrated ability to guide teams in researching multifaceted or critical problems.
- Master's degree in a related area and at least 12 years of related experience (with at least a portion of the experience within the last 2 years), or a Bachelor's degree in a related area and at least 17 years of related experience.
