This role offers a unique chance to shape the future of defense information systems at the highest levels of the Department of Defense.
Support the Department of Defense Chief Information Officer (DoD CIO) as a Policy Analyst for the Command and Control (C2) portfolio. This position requires proven experience in DoD C2 environments and the ability to translate complex technical concepts into actionable strategies for senior leaders. The role combines strong business acumen in portfolio management processes—such as Capability Portfolio Management (CPM), Capability Planning Guidance (CPG), Planning, Programming, Budgeting, and Execution (PPBE), and Program Objective Memorandum (POM) development—with subject matter expertise in C2 enabling capabilities and enterprise-level policy formulation.
The ideal candidate will work independently to support the Action Officer (AO), lead high-level coordination, and deliver polished, executive-ready communications that shape the strategic direction of the DoD CIO’s C2 modernization efforts.
Responsibilities:
- Provide technical and strategic leadership across the C2 portfolio, with direct support to the AO at the Office of the Secretary of Defense (OSD) level.
- Translate complex C2 architecture and data integration issues into strategic recommendations for senior stakeholders.
- Deliver authoritative analysis and recommendations on C2 enabling capabilities including decision support services, information integration systems, and cross-domain infrastructure.
- Apply CPM, CPG, PPBE, and POM processes to ensure alignment of C2 initiatives with DoD strategic goals and resourcing priorities.
- Lead and manage initiatives focused on the modernization of C2 systems and the development of non-material solutions such as policy, guidance, governance frameworks, and architecture standards.
- Demonstrate extensive technical knowledge and real-world experience with Joint and Service-level C2 systems—including understanding of associated data models across strategic, operational, and tactical domains.
- Provide executive-level advice on improving C2 architectures, data infrastructure, and interoperability frameworks that enable warfighter decision-making and operational integration.
- Attend and report on high-level stakeholder meetings, synthesize key insights, and identify implications for the C2 portfolio.
- Draft, review, and coordinate Department of Defense Directives (DoDDs), Instructions (DoDIs), white papers, issue papers, and senior briefings.
- Manage responses and coordination through the Coordination and Task Management System (CATMS), ensuring timely and accurate completion of all taskers.
- Develop and deliver polished, structured executive-level communications tailored for senior audiences, including reports, briefings, and presentations.
Qualifications:
Required:
- Active Secret clearance.
- Master’s degree in a relevant field (e.g., Public Policy, Systems Management, IT Strategy, National Security Studies) and 12 years of experience; or bachelor’s with 14 years; or high school diploma with 18 years.
- Proven experience in DoD C2 environments, with the ability to advise senior leaders and translate technical concepts into actionable strategies.
- Knowledge in C2 enabling capabilities—such as decision support systems, information integration services, and underlying data/communications infrastructure.
- Real-world experience with Joint and Service-level C2 systems, including familiarity with their data models across all domains of warfare.
- Ability to operate independently and lead OSD-level efforts related to policy, guidance, architecture, and governance.
