Job Description

The Senior Technical Program Manager (STPM) is responsible for providing day-to-day leadership, oversight, and execution management of complex IT and cybersecurity programs supporting a Department of Defense mission. This role serves as the primary technical and programmatic authority, ensuring successful delivery of secure, compliant, and mission-critical capabilities while leading multidisciplinary technical teams.

The STPM acts as the bridge between government stakeholders, technical staff, and program leadership—ensuring operational excellence, regulatory compliance, risk management, and continuous performance improvement across all assigned efforts.

Responsibilities
  • Program & Technical Leadership:
    Provide day-to-day leadership and oversight of IT, cybersecurity, cloud, and systems engineering teams.
  • Lead planning and execution of complex IT and cyber initiatives, serving as the senior technical authority.
  • Ensure alignment between technical delivery, contract requirements, and mission objectives.
  • Cybersecurity & Compliance:
    Ensure compliance with DoD Cloud Computing SRG, RMF, and applicable cybersecurity policies.
  • Oversee ATO activities, security controls implementation, continuous monitoring, and audit readiness.
  • Coordinate with cybersecurity stakeholders to manage risk, vulnerabilities, and remediation efforts.
  • Program Management:
    Manage schedules, milestones, deliverables, and performance metrics to ensure successful execution.
  • Identify and mitigate program risks while monitoring team performance and resource utilization.
  • Lead status reviews, technical briefings, and executive-level updates.
  • Stakeholder Engagement:
    Serve as the primary interface with government technical and program stakeholders.
  • Translate mission requirements into actionable technical plans and clearly communicate progress and risks.
  • Team Leadership:
    Lead and mentor technical staff, promoting accountability, collaboration, and continuous improvement.
  • Support workforce development and knowledge transfer across the program.
Requirements
  • Minimum 8 years of experience planning, managing, and directing complex IT programs in a DoD or federal environment.
  • Demonstrated experience overseeing cybersecurity and cloud-based systems in compliance with:
    • DoD Cloud Computing SRG
    • Risk Management Framework (RMF)
  • Proven success managing multidisciplinary technical teams across infrastructure, cybersecurity, and application domains.
  • Clearance:
    Active or favorably adjudicated Tier 5 (Top Secret) clearance required.

  • Certified Chief Information Security Officer (CCISO)
  • Certified Information Systems Security Professional (CISSP)
  • Certified Information Security Manager (CISM)

Desired Qualifications
  • Experience supporting enterprise-scale DoD IT or cyber programs.
  • Familiarity with Dev Sec Ops , Zero Trust architectures, and cloud service providers within DoD environments.
  • Strong background in federal acquisition support, performance metrics, and contract execution.
  • Exceptional written and verbal communication skills with experience briefing senior government leadership.
Education
  • Bachelor’s degree in Cybersecurity, Information Technology, Computer Science, or a related field (or equivalent experience).
